A. Responsibilities
1- The Project Engineer is responsible for:
• Ensuring the assigned duties within the project are executed with the satisfaction of the partners, donors, and GIZ.
• Operating with the given budget and contractual conditions and parameters of the agreed quality and time.
• Ensuring compliance with GIZ policies and GIZ Process & Rules (P&R).
• Planning, steering, and monitoring activities and measures in consultation with the project manager.
• Advising the team leader G230 construction companies, consultant architects, partners, and other stakeholders.
• Facilitation of site visits of all construction sites.
• Representing G230 construction section Pakistan in the absence of Team Leader G230.
• Organising regular meetings with the GIZ TVET-SSP and updating about the construction activities for all construction sites.
B. Tasks
• Conduct regular visits of construction sites to supervise the contractors’ activities on site ensuring that they meet the standards expected by GIZ.
• Review material submitted by the contractor for compliance with Bill of Quantities and specification and refer to line manager for approval where required.
• Ensure that the contractor complies with the approved drawings and layouts.
• Review existing practices by contractors and make recommendations.
• Ensure that the contractor provides the laborers and all staff working on the construction site with the required safety equipment at construction site.
• Ensure that the contractor comply with their work plans to complete the works within the specified timeframe
• Assess the work activities of the contractors, measure completed work, and make recommendations for progress payments to contractors
• Verify work quantities reported by contractors for any interim payments
• Prepare a daily record of work progress at the construction site
• Ensure the measurement of actual work is done at the construction site
• Prepare progress reports
• Update weekly monitoring sheets
• Conduct meeting with line department with close cooperation and coordination of the project manager, team leader, and corresponding provincial teams, whenever required for solving technical and procedural problems of the ongoing projects
• Assist in preparing field visits to construction sites for international and national visitors including our donors and GIZ personnel
• Ensure that the team leader and the provincial teams are informed of updates and agreements related to the construction project
• Coordinate and monitor construction contracts and payments keep an updated overview on all contractual obligations. This includes checking the measurements for all sites, validation invoices, monitor deviations.
• Prepare the documentation for contract amendments, including BoQ, cost estimation, technical justification, price analysis according to GIZ P&R and follows up with G230 HQ and country office Contract/procurement department. This includes liaison with the construction companies, consultant architects as well as monitoring the market situation.
• Ensures that all documentation related to construction contracts are organized according to GIZ’s P&R

• Support finalization of project technical engineering standards;
• Assist district CDLD Senior Program Engineer, POE, line department, and SMP engineers in ensuring that standards are applied in all CDLD projects;
• Engineering Capacity Building:
• Assist in conducting capacity building needs assessment of district engineers from concerned line departments, POE, SMP, and Senior Program Engineer;
• Provide informal on-the-job training and coaching, and formal training based on capacity building plans, and report on these training sessions in understandable, non-technical language;
• Facilitation and capacity building support to District Development Committees (DDC) and District Technical Committees (TECs), and line departments in calls for proposals, including:
• Support district CDLD Senior Program Engineer, POE, and line department engineers in reviewing submitted detailed proposals for TEC review;
• Support for line department infrastructure project proposal prioritization and budgeting process; • Support departmental counterparts, POE, and CDLD Senior Program Engineer in proposal calls and technical evaluation;
• Support proposal review and selection;
• Support the Senior Program Engineer, POE, line departments and SMP, including Local Government Department (LGD) engineers, under the guidance and direction of Senior Engineering Advisor, to develop standardized public asset management regimes to ensure continued support and maintenance of CDLD projects;
• Support provision of engineering inputs at the district level for the commissioning of 3rd party technical audits of engineering-related projects;
• Organize refresher training for Senior Program Engineer, POE, line department, and SMP engineers;
• Conduct training evaluation in conjunction and support of Capacity Building and M&E teams; • Provide feedback and inputs to Senior Engineering

• Conducts feasibility study of the construction sites.
• Investigates the in progress construction sites.
• Conducts Technical Studies of the MHPs (Micro Hydro Power) proposed by local Community and provide feedback PEDOs Engineers & Consulting engineers.
• Puts together an overview of the on-going project activities, progress, lessons learnt, challenges etc. and presents this regularly at team meetings.
• Supports project monitoring and updates information on project progress, documents, and reports regularly on the status of progress.
• Maintains professional relation with all the stakeholders Contributes to monitoring and progress reports for SRSPs MHPs projects.
• Coordinate project procurement and logistics activities with administrative support personnel;
• Manage the site supervision team and contractors; and to report to the District Programme manager and senior engineer advisor, all construction supervision and construction quality issues and assists in resolving them.

•General monitoring of the project including adherence to reporting requirements to donors and clients.

•Coordinate timely implementation of all aspects of the project with particular emphasis specific activities described in the project document such as capacity building activities, social and environmental management, community development, monitoring and evaluation; and resource-sharing.

•Daily financial management of donor resources in accordance with the approved budget.

•Ensure the timely execution of administrative procedures for the project including the amendment of Technical Documents agreements with donors.
•In close coordination with the Head of Programmes, monitor and advise on risks to project implementation and make recommendations for risk mitigation measures as required.
•Provide timely and accurate reports to clients and donors on developments and progress within the project.
•Ensure adherence to administrative, project management and financial rules and regulations.
•Draft periodic project narrative reports according to the requirements of the donor.
•Assist the Head of Programmes in preparing technical and financial reports, including analysis of statistical data and financial reports in coordination with Finance Unit.
•Coordinate and oversee entry of relevant data into the project database, verify the accuracy of inputted data, ensure the filing system is updated and include database information in periodic project reports.
•Maintain accurate project filing systems covering all project activities (including contract agreements with implementing partners, monitoring and evaluation reports, and photographic evidence of outputs, among others.
•Coordinate project procurement and logistics activities with administrative support personnel.
•Support information dissemination activities and advocate for the project among key stakeholders.
•Prepare submissions for awards and amendments to Estimates & drawings, as site requirement.

Thoroughly investigates the construction sites on which the construction work is going to happen.
•Supports the IDC (Infrastructure Development Coordinator) in managing the Field engineers (including their capacity assessment and training), Provides advice and technical support on all construction related Issues.
•Cross check the feasibility study of the construction sites Along with Technical team.
•Conducts Technical Studies of the projects proposed by partners and provide feedback to the IDC and to PMU Peshawar.
•Supports the development and/or assessment of detailed designs before starting any work in accordance with the set guidelines.
•Puts together an overview of project activities, progress, lessons learnt, challenges etc. and presents this regularly at team meetings.
•Supports project monitoring and updates information on project progress, documents, and reports regularly on the status of progress.
•Maintains professional relation with all the stakeholders Contributes to monitoring and progress reports for UNDP-RAHA on infrastructure projects.
Working under the guidance and supervision of Infrastructure Development Coordinator, the District engineer will perform the following duties; Duties and Responsibilities:
• To conduct survey and feasibility of the community based physical infrastructure schemes identified by the community organizations.
• To prepare cost estimates on the basis of prevailing market rates analysis of raw materials and or according to the schedule rates of the governments, where applicable.
•Supports IDC to maintain the District project Data Base.
•Supports IDC in filing all project related documents
• To provide technical guidance to the Field Engineers & community in the implementation of Community based infrastructure schemes approved by the PMU.
• To carry out technical monitoring of the community based schemes as per the approved designs and costs estimates and submit reports to the PMU.

• Provide information to the senior engineer for the preparation of work schedules, planning & monitoring Reports (PMR), weekly progress reports, daily performance report, work plan/construction reports, and site visit directive forms.
• Assists in establishment of collaborative linkage between IP’s and GIZ.
• Keeps technical records/documents of infrastructure schemes.
• Assists Senior Engineer in putting specifications for the purchase of materials required for construction projects to finalize purchase agreements by the procurement department.
