A. Responsibilities
1- The Project Engineer is responsible for:
• Ensuring the assigned duties within the project are executed with the satisfaction of the partners, donors, and GIZ.
• Operating with the given budget and contractual conditions and parameters of the agreed quality and time.
• Ensuring compliance with GIZ policies and GIZ Process & Rules (P&R).
• Planning, steering, and monitoring activities and measures in consultation with the project manager.
• Advising the team leader G230 construction companies, consultant architects, partners, and other stakeholders.
• Facilitation of site visits of all construction sites.
• Representing G230 construction section Pakistan in the absence of Team Leader G230.
• Organising regular meetings with the GIZ TVET-SSP and updating about the construction activities for all construction sites.
B. Tasks
• Conduct regular visits of construction sites to supervise the contractors’ activities on site ensuring that they meet the standards expected by GIZ.
• Review material submitted by the contractor for compliance with Bill of Quantities and specification and refer to line manager for approval where required.
• Ensure that the contractor complies with the approved drawings and layouts.
• Review existing practices by contractors and make recommendations.
• Ensure that the contractor provides the laborers and all staff working on the construction site with the required safety equipment at construction site.
• Ensure that the contractor comply with their work plans to complete the works within the specified timeframe
• Assess the work activities of the contractors, measure completed work, and make recommendations for progress payments to contractors
• Verify work quantities reported by contractors for any interim payments
• Prepare a daily record of work progress at the construction site
• Ensure the measurement of actual work is done at the construction site

• Update weekly monitoring sheets
• Conduct meeting with line department with close cooperation and coordination of the project manager, team leader, and corresponding provincial teams, whenever required for solving technical and procedural problems of the ongoing projects
• Assist in preparing field visits to construction sites for international and national visitors including our donors and GIZ personnel
• Ensure that the team leader and the provincial teams are informed of updates and agreements related to the construction project
• Coordinate and monitor construction contracts and payments keep an updated overview on all contractual obligations. This includes checking the measurements for all sites, validation invoices, monitor deviations.
• Prepare the documentation for contract amendments, including BoQ, cost estimation, technical justification, price analysis according to GIZ P&R and follows up with G230 HQ and country office Contract/procurement department. This includes liaison with the construction companies, consultant architects as well as monitoring the market situation.
• Ensures that all documentation related to construction contracts are organized according to GIZ’s P&R
