Analyzed the business requirements, developed and implemented the application in WebRTC. Requirements were one to one pair connection on clients, so decided to use Webrtc. Stream was not captured on the server. Server responsibility was just to make a pair connection and stream was handled by Webrtc directly on client devices. Camera flip, mute, cam on/off all commands were implemented using Webrtc apis and server was communicating to clients using active socket connection. Camera/mic permission was asked properly before call launch.
