The PPP Specialist will be responsible for designing, structuring, and managing public-private partnership (PPP) projects to enhance infrastructure development in various sectors, including urban services, water, sanitation, and waste management. The role requires in-depth knowledge of PPP models, financial structuring, and contract management.

Key Responsibilities

  • Lead the design, development, and structuring of PPP projects, ensuring alignment with best practices in the field and compliance with legal, financial, and regulatory frameworks.
  • Conduct feasibility studies, financial modeling, and risk assessments for potential PPP projects, providing recommendations on appropriate financing mechanisms and contract structures.
  • Provide technical and strategic support to government agencies in the preparation of PPP projects, including developing bidding documents, negotiating contracts, and managing stakeholder relationships.
  • Facilitate public-private dialogue, working with government authorities, private sector companies, and development partners to promote collaboration and innovation in the delivery of public services.
  • Ensure the development and implementation of robust financial, legal, and institutional frameworks to support successful PPP projects, focusing on maximizing public value and minimizing risk.
  • Monitor the progress and performance of ongoing PPP projects, ensuring that contractual obligations are met and identifying opportunities for improvements or corrective actions.
  • Support capacity-building initiatives to strengthen the understanding and expertise of government agencies and stakeholders in the planning, procurement, and management of PPP projects.
  • Educational Background: Master’s degree in Business Administration, Finance, Law, Economics, or a related field.

Relevant Expertise:

  • Proven experience in developing, structuring, and managing PPP projects, with a strong track record in infrastructure and public service sectors.
  • In-depth knowledge of legal, financial, and institutional aspects of PPPs, including risk management and contract negotiation.

Preferred Experience:

  • Experience with projects funded by ADB, World Bank, or similar development organizations.
  • Familiarity with sector-specific challenges in urban development, water, sanitation, and waste management, and the role of PPPs in addressing these challenges.
