IRC has been working in Pakistan for approximately 40 years, leading and delivering large, sophisticated programs to meet the needs in health, education, safeguarding, environmental health and livelihoods for displaced, poor and disaster affected communities. IRC works in partnership with local government and non-governmental organizations and is currently working across the country.
Job Overview/Summary:
The position will be responsible for managing, overseeing and quality assurance of all health-related activities under the project. He/she will provide capacity building support to project team on project objectives, activities, and technically support MEAL team during monitoring visits.
The Quality Assurance Manager is responsible for the training of Health Care Providers of the project, staff from the Health Department & implementation of quality counseling & standard protocols to be followed at all the IRC supported Health facilities and communities. This position will assist the Project Manager in report writing, technical feedback & in the implementation of services in project districts.
The following is a summary of the activities that need to be performed by the Quality Assurance Manager:
Major Responsibilities:
- Oversees counseling & quality RH services in all IRC supporting Health facilities in project districts.
- Monitors implementation of the SRH program and services, which are designed to achieve project target in all HFs in districts in Nowshera and Haripur.
- The Manager also provides technical advice and assistance on RH issues, collaborates closely with all partners for coordinating the SRH services including FP services.
- Ensure MOU is signed with relevant Govt department/s in KP.
- Ensure alignment of health interventions with project goals, organizational standards, and donor requirements.
- Ensure Infection Prevention and Control (IPC) in all supported Health facilities including waste management and segregation as per WHO protocol.
Monitoring and Evaluation:
- Collaborate with the MEAL (Monitoring, Evaluation, Accountability, and Learning) team to design and implement monitoring tools.
- Participate in field visits and monitoring exercises to evaluate project outcomes.
- Provide feedback and recommendations to improve project implementation and outcomes.
Training:
- Assess the capacity of staff and HSPs and propose the next plan of action(s) accordingly.
- Provide technical support and training to project team members to enhance their understanding of health objectives and activities.
- Facilitate workshops, training sessions, and knowledge-sharing activities to build team capacity.
- Work in close consultation with partners (Health department, CAR health team, actors working in same area etc.) for the purpose of TNA (prior to all training sessions).
- Prepare and follow up training action plan (quarterly and annual). Hence, devise, plan and implement staff /service providers’ capacity building training.

- Monitor technical training of IRC, being implemented with Govt by program team/s. Be able to take lead and deliver in respective training sessions (internal and external).
- To maintain the training data in hard and soft and share progress report with relevant departments (DoH, MoP, and CAR etc).
Quality Assurance:
- Provide supervision support to LHVs/LHWs and RH officers on a regular basis.
- Visit supported HFs on regular basis, each facility to be visited at least once every 2 months.
- Develop and implement quality assurance protocols for health-related activities.
- Regularly review and assess project performance to identify areas for improvement.
- Conduct field visits to ensure implementation of quality-of-care interventions and conduct on job coaching sessions.
- Provide technical input(s) and ensure quality of activities that are being implemented.
- Supervise monthly meetings of field staff at supported project districts.
- Improving the counseling & quality RH services of IRC health program in supported districts.
Program & Operational Support:
- Ensure timely preparation and execution of training plans.
- Ensure timely submission of PRs, reports and expenses before and after trainings sessions.
- Establishment of referral system to provide access to emergency obstetric care (EmOC) and develop a link with other NGOs who are working in SRH.
- Timely ensure procurement of equipment and clinical supplies with the support of the program team
- Support programmatic interventions to increase the number of clients for SRH quality services by well-trained staff in best equipped health facilities of supported districts.
- To manage and supervise female staff according to standard IRC guidelines including performance management, job orientation, capacity building and provide support in recruitment process and grievance handling.
- Provide support in arranging and attending celebrations of special events like WP day, refugees’ day, and other relevant BCC interventions.
- Provide technical support to CM team in conducing technical training, taking sessions on RH etc.
- Represent IRC's RH programs in liaison with partners, governments, NGOs, etc.
- Assist Project Manager in facilitating coordination meetings with partners of IRC Health program.
- Maintain strong mutual coordination and integration with all sections /staff of project for achievement of project objectives.
Data integration and Supplies:
- To review and maintain all technical training data base in close coordination with MIS team/section.
- Sharing monthly, quarterly & biannual reports with Project Manager.
- Review and maintain visits reports of joint supportive supervision visit reports & take action on recommendations.
- Ensure regular visits by RH officers and filling of desired checklists, where needed
- Analyzing and sharing monthly & weekly reports of all technical services in IRC supported health facilities.
- Strong coordination and collaborating closely with consultants in conducting training for Health Care Providers.
- To perform any assign task by supervisor.

Job Requirements:
a) Education:
- MBBS/ with valid PMC
- MPH and diploma in family planning will be preferred.
b) Work Experience:
- At least 05 years’ experience in RH programs and Quality Assurance
c) Demonstrated Skills and Competencies:
- Capacity to develop, implement and analyze quality assurance components, plan and execute staff training, develop and implement work plans, duty roasters,
- Skills in conducting training, monitor training activity, and ability to implement coaching interventions
- Strong coordination skills with the ability to manage information (report writing and presentations).
- Ability to work collaboratively with cross-functional teams.
- Strong organizational, analytical, and problem-solving skills.
Language Skills:
Must be fluent in Urdu & English languages and local languages.
