Reports to: Area Program Manager

Job Purpose: The incumbent will be responsible for quality implementation of all projects in NMD Khyber in line with the organisation’s strategy and will ensure effective service delivery and provision of technical assistance to project staff & KP programme.

Key Accountabilities:

The job holder is accountable for fulfilling his / her roles and responsibilities in line with Islamic values and principles of fairness, humanity, honesty, respect and fair treatment of his/her colleagues and team members.

Technical:

  • Develop programmes and projects based on the Country Strategic Plan and area needs
  • Designing and preparing concept notes/proposals for programme interventions and seeking and/or identifying sources of funding for new/existing programmes.
  • Coordinating all aspects of the programme, including technical support and supervision and the development of effective operational, monitoring, evaluation and reporting plans.
  • Ensuring that the programme is implemented in a consultative, participative and gender sensitive manner.
  • Ensure the programme meets the organisation’s Quality Standards and international Codes of Conduct.
  • Produce high quality reports to submit to MEAL and country office, according to the agreed deadline.
  • Provide support and guidance to programme team in areas of planning, design and implementation by ensuring that technical support is sensitive to socio-cultural background of targeted communities and institutions.
  • Ensure that programmes are implemented, reviewed and evaluated in a consultative and participative manner through regular field visits.
  • Monitor and evaluate the effectiveness of programmes under implementation in Field Offices.
  • Support the field and country team to ensure the effectiveness, impact and direction of the programmes are appropriately implemented, monitored, reviewed and evaluated on a continuous basis using the quality guidance of the headquarters’ Policy and Procedures Manual and other international standards.
  • Support and lead programme team in the development of annual and other regular reviews; annual and business plans.
  • Representing and liaising with key stakeholders including community leaders, local authorities, government, UN agencies, donors and representatives of international and national NGOs.
  • Work closely with Programme Coordinator KP to diversify the funding sources through developing existing or new relationships with local donors.
  • Build and strengthen significant relationships between partners, INGOs, UN, institutional donors and relevant government departments.
  • Build working relationships with donors and other INGOs in the country.
  • Ensure regular and effective communications are maintained within the Area, Field and with the office.
  • Participate in the determination of organization policies regarding such issues such as participant eligibility, program requirements, and project benefits.
  • Provide facilitation in case of seminars, conferences and interviews for the organizations' promotion purposes
  • Speak to community groups to explain and interpret agency purposes, programs, and policies.
  • Highlight the impact reports in case studies
  • Perform any other official assignment given by supervisor.

Public Relations / Media

  • Support the PR/Media team in the development of constructive working relationships with media representatives to build international and public profile and ensure positive coverage and the timely provision of situation reports and fundraising material to the headquarters.
  • Support the organizations Media and Communication team in identification, recording and sharing of case studies, videography as and when required

Safety and Security

  • Liaise with the local Sr. supply chain officer to ensure compliance with the organization’s Security Guidelines and their effective application in the local context;
  • Monitor the operational environment with respect to increased level of threat and advise the District Coordinator and the organizations' Security Officer/Security Focal person.
  • Follow the appropriate communications means to meet operational and security requirements;

Administration

  • Ensure that administrative support functions are supported in accordance with the organizations' administrative policies and procedures;
  • Ensure compliance with country legal, contractual, labour and statutory requirements.

Financial Management and Planning

Ensure with the Finance department, the maintenance of the financial protocols and accounting systems for all field interventions.

Organizational

  • Ensure compliance with the organizations' policies & procedures in true spirit for effective delivery of services to communities.
  • In depth understanding of the organizations' values and their demonstration in the field while working with communities.
  • Abide by the organizations' zero tolerance policy towards bribery & corruption through sensitization / empowerment of communities on coping mechanism so that they can raise voice as & when feel inappropriate.
  • Thorough knowledge of the organizations' strategic priorities to ensure effective implementation with future sustainability.
  • Assist in identification & documentation of organizational successes for show casing the organizations' work.
  • Facilitate communities in adaptation of environment friendly & cost effective approaches to meet their current as well as future needs with specific attention to climate change.
  • Focused efforts to be made for mainstreaming of marginalized groups i.e. Persons with disability and old age, minorities, Women & children etc in consultation & implementation of project activities at ground.
  • Strengthen mechanism to Influence the decision makers through communities to pay attention towards DRR planning, give voice to suffering and the excluded, highlighting the protection needs of people.
  • Participation and facilitation in implementation of the organizations' seasonal programmes.

Person Specification: It is essential that the post holder shows a good understanding and sympathy with the organizational values & principles, vision and mission as well as commitment to its SEAH (sexual exploitation abuse and harassment) protocols. We have zero tolerance policy towards SEAH and doesn’t support any action that promote or encourage SEAH.

Qualification, Experience,  and Competencies:

  • Master’s Degree from any HEC recognized University (Social/Development Sciences would be given preference)
  • Five years’ experience in Development Programming
  • Project Cycle Management
  • Experience of developing new projects, writing proposals and responding to donor requirements
  • Working experience and knowledge of integrated programme (WASH, DRR, Livelihood, Social Mobilization) would be value added.

Language: Urdu, English and local languages. Knowledge

Computer Skills

MS Office, Outlook, SPSS, the familiarity of working with online databases

  • Strong emotional intelligence and resilience, and able to maintain self-control in difficult situations.
  • Able to work under extreme conditions in field areas.
  • Good communication skills in local as well as English / Urdu language which delivers information with clarity in a wide range of situations.
  • Has a positive nature and able to overcome issues that create hindrance in achievement of entrusted goals / objectives.
