Main Responsibilities:

  • Assess and recommend the new technology stack for the upgraded version of the Customs Management System
  • Support the design and development of the new customs management system.
  • Support the Digital Transformation Office in creating a project plan with clearly defined timelines, milestones, and deliverables.
  • Define and lead the Next – Generation technology stack for Customs Management ensuring the data management and governance component would be the main driver for future customs management system implementation;
  • Identify, hire, and manage a qualified team of technologists who can lead the software development of future customs management applications.
  • Lead and develop Architecture competence, including developing clear accountabilities, providing mentoring, and coaching to ensure the right people are in the right roles to deliver the IT services required in alignment with the expectations of internal and external stakeholders;
  • Lead the implementation of Architecture solutions from establishing project requirements and goals to solution "go-live":
  • Establish and manage the enterprise architecture practice including guiding principles, framework, standards, and guidelines encompassing all architecture domains (Business, Data, Application/Solution, Technology/Infrastructure, and Security architecture);
  • Recommend transformation of technology through the introduction of new technologies or retirement of obsolete technologies of the company.
  • Explore and implement new technologies that yield competitive advantage to the Company and bring added benefits to the trade and industry in terms of reduced time and cost;
  • Assess the current and expected workload for WeBOC and develop an operational plan with milestones, deliverables, and timelines for review and approval by senior management;
  • Manage the scope of work related to new demands and change requests on the existing system.
  • Ensure that proper testing and quality assurance processes/mechanisms are in place before loading to production.
  • Ensure risks on changes or new projects are well documented and are properly communicated to DRA and other Customs officers before sign-off.
  • Manage hiring/planning of resources of WeBOC Software development and other teams
  • Develop close coordination with PSW’s Digital Transformation office whereby ensuring best practices of project management are in place in producing documents, reporting, and dashboarding for the top management.
  • Create overall technology standards and practices and ensure adherence;
  • Monitor WeBOC’s performance indicators, team KPIs, and IT budgets to assess technological performance.
  • Present WeBOC change and new projects status report to the higher management, Board, shareholders, and other stakeholders;
  • Participate and effectively contribute to the efforts of researching, studying, evaluating, and contributing to RFI/RFP/RFQ content and technical requirements.
  • Review and assess the current change request mechanism in collaboration with relevant stakeholders and suggest improvements;
  • Lead and manage the change requests mechanism in close coordination with the Directorate of Reforms & Automation (DRA);
  • Supervise and manage the IT teams for the development and deployment of the WeBOC system to execute and implement changes based on priority agreed with the DRA team;
  • Conduct technological/development impact assessment w.r.t PSW, One Customs and any other application;
  • Support Pakistan Customs in the sunset of the One Customs system and its complete transition to the PSW/WeBOC platform;
  • Identify integration issues between WeBOC and PSW applications and resolve it on an urgent basis;
  • Provide expert technology advice and guidance to senior stakeholders to assist the business and IT in the formulation of strategies, technology investment decisions, and solution option selection;
  • Create & maintain WeBOC’s Current and Future Enterprise Architecture Model in the context of Business & IT strategy and recommend capability increments for enterprise digital transformational plans as defined by the corporate strategic vision of the company;
  • Use stakeholders’ feedback to inform necessary improvements and adjustments to technology and system design;
  • Present WeBOC change and new projects status report to the higher management, Board, shareholders, and other stakeholders;
  • Participate and effectively contribute to the efforts of researching, studying, evaluating, and contributing to RFI/RFP/RFQ content and technical requirements related to WeBOC
  • Monitor and evaluate the performance of the existing team and suggest measures for capacity building, training, learning, and development.
  • Ensure close coordination with other service providers engaged by Pakistan Customs with regard to the data center, application management, hosting, server management, information security etc.;
  • Plan and coordinate with data center/system infrastructure teams to ensure functionality and efficiency of the application are at par;
  • Develop efficient coordination mechanism with the DRA team and domain officers to understand their business needs, challenges and how to reflect into the system using right technical resources;
  • Develop close coordination with other components of PSW including the Domain Management, IT development, Operations, and Digital Transformation office to coordinate the development and deployment of the new system, features, and services.
  • Develop a detailed work plan for system transformation and ensure implementation.
  • Identify and develop resource requirements along with estimated budgets to support system design, development, and implementation of the new system as well as various additions, enhancements etc.

Qualification, Experience, and Skills:

  • Master’s degree in Computer Science/Engineering or Information Technology or Software development;
  • At least 10-15 years experience of working in progressively responsible for tech leading roles including 5 years of executive-level experience in a similar organization;
  • Candidates having prior experience of working as Senior Technologists in a multinational company or large-scale public or private sector enterprise will be preferred; Experience in leading major ICT transformation programs will be considered an asset;
  • Proven ability to interact with internal and external stakeholders to build strong and long-lasting relationships.
  • Excellent hands-on knowledge of current and future solution architecture including implementation of Kubernetes, Jason, APIs, Microservices Architecture, Blockchain, Artificial Intelligence etc.
  • Understanding of technologies, mapped to the technology capability model
  • Must have an excellent understanding of EA framework certification (TOGAF, Zachman, etc.)
  • Preferred professional IT certifications: (e.g., COBIT, ITIL…)
  • Industry visionary and avid technologist at heart
  • In-depth knowledge and understanding of web system architecture, design and development;
  • Hands-on experience with complex project management; and
  • Outstanding communication, interpersonal and leadership skills.
  • Maximum age limit is 50 years for the position.

Pakistan Single Window (PSW) is an ICT-based system in Pakistan providing a single window for trade. PSW is a facility that allows parties involved in trade and transport to lodge standardized information and documents at a single-entry point to fulfill all import, export, and transit-related regulatory requirements. If information is electronic, then individual data elements need to be submitted only once. PSW will connect relevant government departments with each other and with economic operators like importers, exporters, customs agents, shipping agents, transporters etc, in Pakistan for efficient management of cross border trade. It will provide the ease and transparency in achieving compliance with relevant regulatory requirements, through an on-line facility, that will intelligently handle the information for each transaction without the need to provide same information more than once or to physically visit such government departments. Pakistan has committed to implement various provisions of World Trade Organization’s (WTO) Trade Facilitation Agreement that includes implementation of a National Single Window (NSW) system before February, 2022. Pakistan also needs PSW implementation to overhaul management of its external trade for reducing time, cost and complexity involved to improve its position in various global rankings on competitiveness and ease of doing business. Guiding vision and mission objectives: VISION: Pakistan will establish a world-class automated hub by 2022, offering services and creating efficiencies, to reduce cross border trade related costs, time and complications for improved trade facilitation and compliance. MISSION: Improve cross-border trader processing by providing centralized ICT based services, simplified processes, effective and reliable automation, harmonized data exchange and risk-based selectivity in enforcement of government’s regulations.
