I bring almost 39 years of Government of Pakistan, Civil Service (Ministry of Finance/FBR) experience to Public Administration projects and initiatives, including senior management experience. I hold a Masters Degree, Honors
school, with distinction, in Economics from the Government College, Lahore (1967), (University of the Punjab) and was placed in the Academic Roll of Honour of Government college, Lahore in 1968 for outstanding merit. During my service career I have participated in training programs for tax personnel conducted by the Japan Int'l Cooperation Agency (JICA- 1977) and the Law School of Harvard University, USA (1985-86 / Int'l Tax Program). I have also undergone high level management training at the National Institute for Public Administration (NIPA) at Lahore (1987), the Pakistan Administrative Staff College, Lahore (PASC) in 1995 and the Lahore University of Management Sciences (LUMS) in 2007-8. These training programs have given me an opportunity to study first hand Public Administration in the USA, Canada, Spain, Australia and Indonesia. In 1989 I wrote a book on Fiscal Management (Fiscal Imperatives in Pakistan's Economic Development http//www.scribd.com/maq_471169. I have also written fairly widely in the print media on economic development and international relations. As Director General of FBR's principal training institution in Pakistan (2006-2008) I contributed regularly to the DOTGazette http//dgtrdt.gov.pk/html/Gazette.html and judgements written by me as a judge of the Income Tax Appellate Tribunal of Pakistan 2000-2006 have been published in Pakistan's prestigious Law Journals http//dgtrdt.gov.pk/html/Research.html. Since 1st Sept 2009 I have been employed as ADVISER TO THE FEDERAL TAX OMBUDSMAN and am based as ADVISER INCHARGE at the Regional Office , Lahore.

The Directorate of Training & Research-Direct Taxes- (DOTRDT) campus at Lahore is situated in a sprawling 6.4 hectare area and the main administrative block, I.T Labs, classrooms, Library, syndicate rooms, auditorium, Conference room, gym, faculty residences, plant nursery, green belt and two hostels, with capacity to house 54 resident trainees, actually occupy some 4.4 hectares.
Over the years FBR CBR of yesteryears- has made a significant investment in building up necessary infrastructure incidental to its training activities. Presently it has three, state of the art, I.T Labs equipped with 90 Hewlett Packard Pentium IV, dual core PC machines and TFT display in a fully networked environment backed by three dedicated servers, two UPS units of 15 KVA & 30 KVA capacity and an independent electricity power generation plant of 210 KVA capacity. High speed, DSL internet connectivity soon to be upgraded to Broadband- is available for the entire DOT campus.
All classrooms, I.T. labs, auditorium and Conference Room have multimedia projection facility and public address system. The Library has four, internet ready PC workstations with loaded proprietary software to access Income Tax case law.
