Background of CDLD Policy:
The European Union supports the Government of Khyber Pakhtunkhwa (Pakistan) to implement the Provincial Policy "Community-Driven Local Development (CDLD)" responding to unprecedented level of destruction and disruption caused by military operation and civil unset from the Afghanistan war and devastating floods. The overall objective is to build responsiveness and effectiveness of the State to restore citizen trust, stimulate employment and livelihood opportunities, and ensure the delivery of basic services.
Major Responsibilities
Organized Broad based community visioning exercise to enhance awareness of community over CDLD in the target communities.
Initial contact with the target community
Introduction to community driven local development policy within community Based Organization.
Complete understanding of the project and its implementation strategy.
Develop Village development plan with collaboration of LG department through VC Secretary.
Social feasibility of the proposed community physical Infrastructure.
Formation of community based organization as per CDLD policy.
Facilitate community based organization in registration with Deputy Commissioner Office and getting registration certificate.
Facilitate community based organization in bank account opening process.
Develop Village development plan to capture available resources and prioritized needs of communities in assigned areas.
Deliver community management skill training to the targeted communities.
Regular field visits and conduct the community meetings frequently.
Maintenance of the record of the CBO at field level and office as well.
Arrange and deliver manager conference in union council and tehsil level
Ensure that issues of protection, gender, livelihoods, DRR and environmental impact, operation and maintenance and sustainability are factored into the program design.
Provide regular updates to Program officer and team on progress, priorities and constraints verbally and in writing.
Administration of project agreements including budget adjustments, amendments and official correspondence with District Government and other stakeholders.
Coordination with Government officials, Line Departments, and Other Organizations.
Any additional duties assigned by ADC (F&P) & PO (SM).
Introductory meetings with the Govt line departments and stakeholders.
Base line surveys.
Schools vulnerability assessments.
Formation of District DRR committees.
Formation/Reactivation of parent teachers councils.
Formation of disaster management committees in the target schools.
Formation of Children Clubs in Target Schools.
Conduct Quiz Competition among schools children regarding DRR.
Provision of DRR kits to the target schools.
Provision of different DRR related capacity building trainings to the PTCs, DMCs, Children Club Orientation and Teachers Training.
Social mobilization and Formation of Community Organizations (COs, VOs, LSOs) in 12 UCs of district Buner.
Organize trainings/ sessions on Livelihood at field level.
Identification of livelihood trades according to the local market.
Provide technical support on field to staff and as well as local communities
Prepared Village council / union council Development Plans.
Conduct progress planning meetings with community resource persons.
Coordination with Govt line departments (e.g. Agriculture & Livestock)
Organize and Facilitate exposure visit for communities.
Maintaining of community organizations files.
