The position is tasked to take a lead in community mobilization activities in the target areas. The Community Mobilizer will be responsible for facilitating the implementation of community-based activities at the community level to contribute to the empowerment of the communities, and they contribute to mother and child well-being, WASH, and outbreaks such as COVID-19.

 Key activity areas will include:

  Responsible for designing, planning, and implement outreach/community mobilization activities in the target area in coordination with other team members
  Mobilize and facilitate the engagements of community stakeholders through appropriate outreach mechanisms;
  Undertake information dissemination in a timely and understandable manner to all stakeholders: IDPs, Host communities, etc
  Participate and coordinate organization of sensitization, awareness campaigns, and training for the community tailored to the needs
  Facilitate active participation of the communities in planning, implementation, monitoring, and evaluation of community development initiatives.
  Support the collection and documentation of impact and success stories on monthly, quarterly, semiannual, and annually.

 Community-based strategy:

  In close collaboration with other MdM-FR team members, contribute to the design the community-based strategy and action plan for outreach activities
v  Promote and install a sense of ownership among the beneficiaries through community engagement activities or design appropriate activities for the enhanced beneficiaries’ involvement;
v  Keep the key community stakeholders updated about the project
v  Outreach activities:
v  Plan for weekly/monthly outreach and adjust to a flexible activity scheduling;
v  Organize and participate in all project events related to mother and child health.
v  Organize awareness-raising and sensitization sessions on the importance of ANC, PNC, delivery by skilled birth attendants, GBV, FGM, IMNCI, FP and COVID-19 prevention, and vaccine ….
v  Mobilize and facilitate active participation of community members, including women
v  Support Health and WASH technical officers in planning of social mobilization and training activities as needed.

  Coordination:

  Coordinate and establish a network for social mobilization, when required and as deemed necessary, with other humanitarian actors operating in the same area;
  Represent community-level meetings, workshops, and training on behalf of MdM and share reports.
  Actively participate in the Consortium Coordination meetings if requested.
  Monitoring and reporting:
  Plan for and establish effective beneficiary communication and feedback systems to assess the performance of the project activities.
  Ensure the community and team’s feedback are used to inform further activities development.
  Others
  Keep the Program coordinator informed on any issues related to logistics at the field level
 Participate in internal meetings
  Any other related MDM tasks as assigned by the program coordinator
  To inform immediately security focal point immediately in the case of any security problem

ROLE IN THE ORGANIZATION
This role will be based on Orakzai\'s responsibility to implement the WFP-funded project activities. The main task will include project implementation at the community level within the available budget, planned resources, and timelines.
RESPONSIBILITY AND ACTIVITIES

Prepare an activity implementation plan and discuss the required resources to undertake the activity
Ensure community participation in the project activities
Form / re-organize Community-Based organizations (CBOs) male/female
Conduct Village mapping/profiling through different PRA tools (i.e. is BBCMs, Mapping/profile, conflict resolution wealth ranking, etc.
Mobilize community and orient project and organization’s mandate
Work with community members to map and prioritize community   needs
Identify and organize appropriate capacity building, and technical resources to support project implementation.
Ensure efficient and effective implementation of Food Security, Livelihoods, and WASH-related interventions at the community level.
Write regular weekly, monthly, and other reports (as per suggestion and need)
Facilitation and support in conducting the awareness sessions
Mobilize community groups, sensitize and train them on specific topics as required, and organize and facilitate meetings.
Follow the Social Mobilisation guidelines of SIF and implement it at the community level.
Perform other duties as requested by the line supervisor
Prepare daily field visit reports after commencing the visit to the field
Prepare and submit weekly progress report well on time
Prepare any other reports when required/asked by the supervisor

RCCE helps prevent infodemics (an excessive amount of information about a problem that makes it difficult to identify a solution), builds trust in the response and increases the probability that health advice will be followed. It minimizes and manages rumours and misunderstandings that undermine responses and may lead to further disease spread. Regular and proactive communication and engagement with the public and at-risk populations can help alleviate confusion and avoid misunderstandings. People have the right to be informed about and understand the health risks that they and their loved ones face. The perception of risk among affected populations often differs from that of experts and authorities. Effective RCCE can help bridge that gap by determining what people know, how they feel and what they do in response to disease outbreaks, as well as what they ought to know and do to bring the outbreak under control. Effective RCCE helps transform and deliver complex scientific knowledge so that it is understood by, accessible to and trusted by populations and communities. Effective RCCE uses community engagement strategies to involve communities in the response and develops acceptable and beneficial interventions to stop further amplification of the outbreak and to ensure that individuals and groups take protective measures. RCCE is essential for surveillance, case reporting, contact tracing, caring for the sick, delivering clinical care and gathering local support for any logistic and operational needs for the response. Effective RCCE can minimize social disruption. Therefore, in addition to protecting health. 

Tasks & responsibilities • Ensure an appropriate monitoring and evaluation (M&E) system is in place and is functioning satisfactorily. Periodically review and revise the system so that it is adapted appropriately to changing operating contexts. • Ensure relevant and timely M&E information is provided in user-friendly formats to key stakeholders, including beneficiary communities, senior management and donors. • Provide training and mentoring for CO staff. • Act as a focal point to organize and manage monitoring reviews, evaluations and/or After Action Reviews (AARS). • Provide temporary support to the CO to establish baselines and set up M&E systems suited to the operating context.. • May participate in a monitoring review, evaluation and/or facilitate an AARS. • Ensure application of Humanitarian Accountability Framework. • Ensure adequate resources are allocated in project budgets to cover M&E-related activities, including monitoring reviews, external evaluations and ARS. • Monitor implementation of M&E systems for the emergency response and support technical advice where necessary.
