Agriculture is a very important sector in the economy of Pakistan. Agriculture directly supports the population of Pakistan and almost accounts for the 27% Gross Domestic Product (GDP) of the country. Therefore, the flour mills are very important and these are the key driver for the development of the national economy of the Pakistan. However, due to the significant contribution in the national economy, this sector also continuously faces the certain constraints. There is may be number of constraints for the development of new project including the rule of law, legal threats, industrial ethical threats, prices destabilizations, interest rates, and taxes laws etc. Due the national and global economic changes in Pakistan, the inflationary oil prices and skyrocketing food prices, and national political uncertainty in the country, legal laws and order are the present serious challenges for Pakistan’s economy and its agricultural sector in particular. Wheat always has been proved a rich part of our agriculture sector especially in our country, where every person is eating bread. The northern areas the defeit areas regarding to the wheat as the maximum capacity of wheat is come from the central Punjab. The major wheat consumption area is the northern Punjab, which is supplied the wheat from the Punjab, but mostly wheat processing takes place in Rawalpindi. So, the Rawalpindi region is now the surplus area in wheat milling capacity almost by 400%. Nowadays government is giving the series of heavy subsidies on wheat and they supply wheat especially at the footsteps of the flour mills on every day, for leading the surplus. Currently the flour mills business is inconsistent, as the consistent of the flour mills is depend on the ups and downs of the market. The days in which the industries are the four times of surplus, then in this situation only the heaviest mills are capable to stay with this situation.
