· Develop position advertisements, assist the selection committees, monitor the hiring process, support in designing the job description and selection of candidates, negotiation with final candidate, reassignment, rotations assist in negotiations, prepare new staff orientation, confirm proper reference checks, ensure proper documentation, and ensure all project positions are filled in time.· Initiate hiring against Individual consultant as per the World Bank Procurement Guidelines for Hiring of Individual Consultant section, V, 2011 revised 2018· Managing Contract Management for PMU staff and consultant (establish employee contracts, addendums, etc.)· Develop HR management policies, procedures, programs and its application. Provide advice and solution to HR related issues/Problems using judgement, consulting with others and leveraging HR resources as appropriate.· Establishing a Performance Management System for project staff including KPIs for Managers and other staff.· Managing HRIS database and information for purpose of management reporting.· Maintain complete HR documentation including compliance with HR policies· A system to monitor attendance, leave records, time records, Time sheets of staff and ensures that office discipline is maintained.· Ensure file management and storage system. • Provide technical assistance in carrying out HR activities in accordance with approved HR Manual. Review the manual on annual basis and ensure its compliance with the approved project documentation and the GoB rules and regulations.
• Provide consultation and guidance to senior management in the interpretation of human resource management policies, procedures, programs and application of related government laws and regulations.
• Develop job descriptions, position advertisements, establish a calendar of hiring and a mechanism for transparent hiring, establish and assist the selection committees, monitor the hiring process, establish employee contracts and assist in negotiations, prepare new staff orientation, develop position-wise training and development plan, confirm proper reference checks, ensure establishment of a proper evaluation system, ensure proper documentation, and ensure all project positions are filled in time.

• Implement administrative policies and procedures in accordance with GoB rules and procedures with respect to Human Resources Management , which shall include, but not limited to:
• A system to monitor attendance, leave records, time records of staff and ensures that office discipline is maintained.

• Advise on travel arrangements, including lodging and boarding of staff in light of HR manual.
• Ensure file management and storage system.
