The following are the main responsibilities that the role holder will be accountable for:

Technical

Under the supervision of the Area Manager and with the technical support from Child Protection & Youth Specialist, the Child Protection Officer will have a responsibility to supervise, coordinate and manage the child protection activities around child marriage issues as well as leading on overall CP agenda at provincial level.
Establish network with key external stakeholders (faith leaders and government) to find areas of collaboration, best practice, innovation and knowledge sharing.
Proactively exchange learning and synergy with faith leaders, government relevant departments and likeminded CSOs/forums.
Draft relevant reports required for management and donors.
Collaborate with Monitoring and Evaluation personnel for timely evaluation of project.
Participate in external platforms on child protection.
Good command over mapping strategies at existing national and provincial level interfaith structures which are working on child marriage.
Good knowledge of child marriage issues and challenges in local context.
The incumbent will work closely with the communities to engage them on prevention of child marriages.
The incumbent will work closely with stakeholders to demonstrate their capacities to better protect children and preventing child marriages.
Lead awareness raising campaigns for sensitization of parents, faith leaders, parents, community elders on child marriage issues and concerns.
Work closely with provincial affairs departments and PCSW on advocacy for the prevention of child marriages.
Operational

Preparation of weekly/monthly work plans by ensuring timely completion of assigned tasks in the stipulated period.
Maintenance of hard record that include field visits reports, data, records & other documentation.
Close coordination with line manager for effective implantation of child protection initiatives.
Ensure effective and timely delivery of child protection activities.
Perform other tasks relative to child protection activities that may be assigned by line manager.
Identification of girls at risk of child marriage and linking them with available education, vocational services and social protection schemes.
Organizational

Ensure compliance with IR’s policies & procedures in true spirit for effective delivery of services to communities.
In depth understanding of IR values and their demonstration in the field while working with communities.
Abide by the IR zero tolerance policy towards harassment, bulling, violence, bribery & corruption through sensitization / empowerment of communities on coping mechanism so that they can raise voice as & when feel inappropriate.
Thorough knowledge of IR strategic priorities to ensure effective implementation with future sustainability.
Assist in identification & documentation of organizational successes for show casing IR work
Focused efforts to ensure rights holders, (including people with disability, older people, minorities, women, and children) communities, vendors, interns, volunteers and etc. in consultation & implementation of project activities at ground.
Strengthen mechanism to Influence the decision makers through communities to pay attention towards DRR planning, give voice to suffering and the excluded, highlighting the protection needs of people.
Participation and facilitation in implementation of IR seasonal programmes.

Duties and responsibilities:
Program Planning Development and Implementation:

Undertake and ensure situational assessments, data collection, compiling and analyzing are to the required standard.
Participate in the development of CP strategy, approaches and contribute actively in its revision, monitoring andimprovement.
Takes primary responsibility for the implementation and follow-up of the program in Kebribeyah (including development/update of relevant strategies, SOPs and referral pathways, Case Management, CPIMS, psychosocial support interventionsand community-based support for at risk children including unaccompanied/ separated children in the camp).
Ensure well-coordinated and comprehensive approach to address needs and cases concerning Unaccompanied /Separated children and youth.
Support program staff in the designing and implementation of effective community mobilization and awareness raisingstrategies.
Maintain standard design and undertake diversified psychosocial support activities at the Safe Healing and LearningSpace (SHLS).
Facilitate and take a lead in the arrangement (establishment) of family based care system or appropriate care system and
promote community based protection mechanisms, including developing of standard process of support including case planning, referral, follow up and review of case management.
Provide training for CP staff, implementing partners, care giver /families and the community and opinion leaders including children.
 Strengthen protection mechanisms based on professional ethics, the IRC-Way and mobilize and involve the community inreducing risks and harm of (abuse, exploitation, violence and neglect) against children in the camp and identify gaps and build the capacity of the community along with children to be able to support harmed and at risk children and their families including unaccompanied/ separated children and promote understanding among the community on the rights of children and ensure their access to services available in the camp.
Responsible for planning, budgeting, implementation, and monitoring of the child protection program in line with organizational and donors’ guidelines, policy and procedures.
Follow-up, monitor and supervise the implementation of program activities based on the work plan, spending plan and ensure the accurate utilization and tracking of budget and materials allocated to the program.
Program Liaison, Coordination and Networking
Develop and maintain strategic and effective communication and working relationships with relevant partners including children, families, community leaders and other implementing partners.
Represent the program of the camp in all partner meetings and communicate the outcomes with program staff.
Coordinate, lead and facilitate regular monthly meetings with the community, children and implementing agencies and
sectors including preparation of agenda and circulate the minutes based child protection working groups (coordination actor) meetings
In collaboration with the CWI, health and Sanitation staff hold community awareness raising campaigns/ keep fit on childprotection concerns
Interact with Government and other partners, NGOs, UN and bilateral agencies in the different stages of CP program implementation and follow up on agreed points.
Collaborate with other Program Officers to ensure the integration of other (Education and youth and livelihoods) programs and with other sectors specifically CWI, Sanitation, Health and PU
Mentor and support social workers and develop a positive team spirit to encourage innovative and quality programming. Monitoring and Evaluation
Support the CP team in ensuring the availability of accurate, complete and up-to-date information required for effective
Child Protection program implementation, follow-up.

PRIMARY RESPONSIBILITIES:
Job Responsibility #1: Technical Support and capacity building (45 % of Time):
• Provides technical support, training and guidance to staff on child protection.
• Trains RTP staff to train CBO partners and service providers on basic, focused, non-specialized psychosocial support interventions through play.
• Supports capacity building initiatives of staff and partner agencies on safe and quality psychosocial interventions to ensure quality Child Protection responses
• Works with the Global Child Protection Specialist to integrate child participation principles into the Project resource development and training plans.
• Coordinates and facilitates Child Safeguarding and Protection training activities in Project.
• Considers all aspects of government Child Protection policies and legal guidelines, as well as Minimum Standards for Child Protection in Humanitarian Action.
• Co-leads on facilitation CP related training.
• In close collaboration with the Training Officer, provides technical support to staff and partners to implement child protection program activities.
• Supports in adaptation child protection related PSS resources.
• Review internal the Child Protection Service Mapping and coordinate the referral mechanisms to ensure these are in line with existing systems in areas of operation.
Job Responsibility #2: Program support (25 % of Time):
• Collaborates with the Global Child Protection Specialist to ensure child protection implementation plans are appropriately designed to meet program outcomes and are aligned with donor proposals and Right To Play’s strategic plan for Child Protection.
• Stay abreast of child protection issues, policies, research and best practices and help ensure sustainable and effective approaches and methodologies are pursued in the programs
• Support Project Manager in monitoring changes in the CP situation and adjusts project implementation accordingly.
• Involves children, families, communities and duty bearers in mappings and studies when possible.
• Ensures that community-level CP activities implemented during the project are collaborative, community-driven, and sustainable and built on existing local and national structures and capacities.

Job Responsibility #3: Representation and Partnership (15 % of Time):

 Participates in in-country Child Protection & GBV working groups on local and national levels
 Participates in MHPSS coordination forums to promote coordination among actors
Job Responsibility #4: Organizational Safeguarding Policies(5 % of Time):
• Ensures the safeguarding policies are effectively integrated and rolled out at the project level.
• Puts in place protocols for staff to identify and refer children at risk during the session and support referrals to other services.
• Seeks and supports all Project specific staff on receiving written informed consent from children, caregivers and guardians before engaging them in program activities, using their images, recordings, or quotes.
Job Responsibility #5: Monitoring, Evaluation and Learning(5 % of Time):
• The incumbent will also support the project manager and the MEL officer in analyzing and adapting methodologies to strengthen children’s participation and set up child-friendly feedback mechanisms during the Building Back Better project’s cycle.
• Contributes to ensure data collection processes are taken into account disaggregating data about children by sex /gender, age and disability at a minimum

Job Responsibilities:
Project Management:

Coordinate with the Program Manager and Senior Program Manager in the implementation of a coherent Child Protection, Food Security & livelihoods, Euducation, WASH and Hygiene Projects’ Activities for flood affected communities of Dadu and Khairpur Mir’s Sindh
Provide leadership and guidance to the DEC-II and HC Canada project staff in the implementation of program activities, ensuring that all relevant policies and procedures are applied.
Develop and ensure the implementation of activities as per approved detailed implementation plan (DIP) as per the set quality bench marks. 
Develop and Share the Monthly, weekly, Work plans, weekly, monthly and quarterly reports to the donner and other partners.
Strong collaboration with the Admin and logistics Manager to ensure smooth operations / logistics for program implementation.
Act as a strong liaison between project team and other departments (supply chain, Logistics, HR, admin & finance etc.) to ensure collaborative processes move smoothly and swiftly  Ensure that all interventions are implemented in a timely and professional manner, according to established objectives, goals and indicators and in line with donor requirements and communities’ needs.
Supervise and guide project teams in the development, implementation and monitoring of work plans, ensuring that activities reflect the commitments LRF Management made to the donor and the communities.
Ensure all implementation approaches employ a programming strategy that integrates across multiple sectors.
Coordinate the project team while identifying skill gaps for capacity building. 

Budget Management:

Work closely with the LRF Regional Finance Manager in tracking the project expenses
Ensure all program activities are delivered within acceptable budget thresholds.
Contribute to the development of spending plans and track them against actual spending.
Lead and coordinate the iteration, revision and realignment of the project budget bi-annually and annually

Monitoring & Evaluation:

In collaboration with the LRF MEAL Manager and Senior Data and M&E officer, select and implement appropriate monitoring and evaluation systems, analyzing results to ensure and enhance program effectiveness and quality.
Take lead in ensuring the project staff is consistently using M&E data in programming and decision making.
Support coordination of field monitoring visits by LRF or SCI team and provide feedback/troubleshooting support on M&E

Coordination and Representation:

To establish contacts with relevant international/local NGOs and line departments working for flood affected communities in Dadu and Khairpur Mir’s.
 Establish strong coordination with district administration, district disaster management authorities DDMAs)
Attend regular meetings convened by district administration or DDMA and share progress report to all stakeholders.
Manage relationships with local partners, including community-based and refugee-led organizations and local governments.
