Qatar Charity is a Doha-Qatar based International Non-Governmental Organization. Since the inception of QC services in Pakistan early 1992, the organization reflect its greater scope of work to respond to extreme poverty and the Government’s priorities. QC through its field offices enabled itself to strategically address the developmental and humanitarian needs at the very local level. QC is undertaking programmes associated with the socio-economic development of the Country. The projects are categorized under six programme pillars: Youth Leadership & Social Protection, Education, Provision of WASH, Health (with a focus on MNCH), Economic Empowerment & Sustainable Livelihood (EESL) and Disaster Response & Preparedness (DRP), along with its Seasonal Programs like meat distribution, Ramadhan program etc. In Pakistan, Qatar Charity is having its country office in Islamabad and field offices in KPK, Punjab, Sindh, Baluchistan, and AJK.

Project Summary:

Under the project, with support from WFP, Qatar Charity (QC) will be targeting socio-economically disadvantaged rural communities in Rajanpur. The project will specifically focus on integrating water resources management, including flood water management through water ponds and piloting hydrological initiatives in 10 villages of Rajanpur. At a broader level, the project will also provide trainings, communal assets, and livelihoods support to enhance resilience against economic challenges. The project activities would result in quantifiable indicators such as increased water availability, improved agriculture related activity in target villages through water supply, and household income enhancement. For the livelihood and enterprise development related activities, the Skill Development Officer would be required to design, implement, and evaluate skill development activities aimed at enhancing the employability of beneficiaries. The Skills Development Officer must have a strong background in business development in the context of early recovery projects. She will be responsible for the daily management and execution of enterprise development and income generation activities within the project.

1.     Job Summary:

Within the project, focusing on building resilience of skilled artisans and workers of Rajanpur (preferably female), the Skill Development Officer will be leading the life skill training, vocational skill training, income generation, and market system development in Rajanpur for improving the lives of target beneficiaries. The position holder will fully engage in and be responsible for the day-to-day planning, implementing, and managing of entrepreneur skill development, employment and business development, and related activities. The position holder will mainly aim to improve and developing the skills and linkages of beneficiaries to increase work opportunities. Using digital platforms and a dedicated outlet/workshop in Rajanpur, Skill Development Officer will intend to increase the financial inclusion of beneficiaries and enhance their access to financial services. The overall outcome of project would help to flourish local business and relevant skills, enhanced access to decent employment opportunities, financial access, and improved well-being for beneficiaries.

2.     Job Responsibilities:

  • Lead the implementation of entrepreneurship development components of the Qatar Charity project.
  • Undertake community vulnerability assessment and process in target communities to define the target group gaps and provide the basis for planning.
  • Responsible for facilitating and arranging short-term vocational skill training to improve marketable skills and capacities of beneficiaries to access and engage in decent work opportunities.
  • Undertake the planning, implementing, managing, and following up of vocational skill and employment, micro-entrepreneurship development, business, and life skills training, etc. as per the DIP and ensure quality and standards are considered and respected during implementation.
  • Identify and formulate partnerships with entrepreneurship development service providers, partners, and key stakeholders to ensure efficient implementation of the work plans of entrepreneurship development programs.
  • Analyze the demand for services amongst micro-entrepreneurs and map the channels for training delivery.
  • Ensure women’s participation and economic empowerment/gender mainstreaming in all entrepreneurship development programs.
  • Link the beneficiaries with financial service providers and ensure their financial inclusion and access to working capital to start and own a business.
  • Support and assist the Qatar Charity Program team in Co-designing training tools using innovative and digital approaches.
  • Regularly monitor and follow up and provide technical support to skill development and employment and related activities of the project and ensure quality.
  • Ensure the proper planning, implementation, and monitoring of the program specifically skill development and employment as per DIP and QC standard quality and procedure. 
  • Ensure the full participation and engagement of key partners (Donor, Government offices, the community, and target beneficiaries) in all stages of the program management cycle.
  • Facilitate and provide business and life skills training to the beneficiaries to enhance their skills for exploring employment opportunities and becoming competent employees or venturing into self-employment endeavors.
  • Ensure physical target achievements are as agreed, and review regularly the progress and maintain regular updates of the work plan and track outputs.
  • Lead and handle as well as technically responsible for undertaking skill development and employment and livelihood pathways of beneficiaries.
  • Ensure project implementation is on time, within target and budget as described in the grant, and take the required action to ensure timely implementation of activities wherever necessary.
  • Effectively design and implement a regular monitoring system of the training and generate reports that can guide future programs/Interventions.
  • Collect case studies and insights from the field.
  • Ensure that project documentation is compliant with QC and reports are prepared well in time.
  • Continually identify specific training needs and support required for micro-entrepreneurs.
  • Conduct all business in a manner that respects local culture. 

3.     Job Requirements:

a.     Education  

Bachelor’s degree in development studies, Economics, or social sciences.                                                        

b.     Relevant experience    

03 Years -04 Years’ experience in same capacity and preferably in International INGO focused on income generation.

Proven experience in designing, delivering, and evaluating skill development or training programs.

Knowledge of adult learning principles, instructional design methodologies, and training techniques.

c.      Computer knowledge      MS Office (Word, Excel PowerPoint), Outlook
