Based in the Islamabad Country Office MEAL Manager works under the direct supervision of the HOM/Country Program Coordinator. He/she must have experience in NGO project Monitoring, Evaluation, Accountability and Learning.

He/she:

  • Is part of the MEAL department;
  • Is a key member of the Programme quality support team within the SIF Pakistan mission;
  • Will be managing monitoring and/or evaluation/assessment and survey-related activities (for designing basic data collection tools, data collection through FGDs, Questionnaires and Interviews as well as through direct observations and to generate monitoring visit reports, do basic data analysis);
  • Manager MEAL staff at different bases and overall monitoring activities;
  • Hold regular review, planning meetings and lesson learnt workshops;
  • Conduct external or internal evaluations of the program every year.
  • Note: MEAL advisor at HQ will support technical as and when needed.

Main Responsibilities:

Objective 1: Surveys & Assessments Activities:

  • Facilitate program department in baseline survey and need assessments in terms of forming data collection tools, sample size, and training of data collection team.
  • Conduct interviews with line departments, conduct PRA exercises and administer questionnaires.
  • Ensure data quality and data consistency during data collection and data entry, manage database and facilitate in data analysis.
  • Facilitate program department in the first draft report of surveys (baseline & end-line and assessments).

Objective 2: Project Design and Implementation Activities:

  • Assist supervisor/line manager in documentation/desk review for all the projects give feedback and ensure alignment to minimum standards, CHS, Sphere.
  • Ensure that the implementation of field activities adheres to SIF’s monitoring and evaluation system.
  • Provide technical inputs in the program development process and facilitate log frame formation (e.g. indicators, MOVs and risk & assumption matrix development).

Objective 3: Monitoring and Evaluation Activities:

  • Develop an M&E Plan for every new project in coordination with the project officer and get it approved by the immediate supervisor and the MEAL Coordinator; follow the M&E Plan.
  • Carry out regular and routine field monitoring of program activities and produce monitoring visit reports on the given format; conduct debrief sessions with relevant program staff and develop an agreed action plan; and report to MEAL Coordinator and Base Manager.
  • Carry out follow-up monitoring visits to materialize actions agreed in the action plan, also maintain Monitoring-Action Plan Tracker at the field level; and report to the MEAL Coordinator.
  • To assist in reviewing PMP tools of diverse projects to maintain data quality for collating reliable and consistent beneficiaries and activities data which meets minimum reporting requirements of donors and SIF.
  • To assist in planning and implementation of internal monitoring and evaluation exercises and impact assessments in terms of case/success stories and during project evaluation when needed.
  • Manage all internal evaluation activities of the base; systematically ensure the analysis of results is shared with stakeholders.
  • Hold regular monthly review meetings with the base program team and support the update of the PMP activities work plan and monitoring sheet.
  • Ensure and support the completion of the beneficiaries’ database in coordination with the program team.
  • Validate PMP-provided information through different means of verification and conduct beneficiaries follow-up randomly.

Objective 4: Accountability Activities:

  • Ensure accountability at the field level during program implementation by orienting the program team and beneficiaries during activities.
  • Ensure display of SCRM banners and boxes are displayed and placed at activities intervention locations.
  • Ensure by random verification that SCRM is known by beneficiaries and SIF staff.
  • Update and manage the Suggestion and Complaint Mechanism Database and share it with the MEAL Coordinator on a regular monthly basis. Maintain complaints and feedback tracking database and follow up on complaints to reach a resolution involving relevant project/program staff.
  • Hold CRC (Complaints Review Committee) meetings to review the SCRM database investigate serious complaints and incorporate suggestions and feedback if feasible. Generate MOM (Minutes of Meeting) of CRC regular meetings and investigation reports.

Objective 5: Learning Activities:

  • To assist the MEAL Coordinator in identifying key compliance/quality questions and parameters capitalizing on the existing checklists and minimum standards for monitoring project performance.
  • Assist the MEAL Coordinator in developing monthly, quarterly, six-month and annual reports.
  • Responsible for maintaining, updating and sharing learning with the SIF employees.
  • Responsible to conduct and facilitate learning workshops.

Objective 6: Data Protection Activities:

  • Responsible for managing and processing all the data related to projects or program beneficiaries.
  • Ensure beneficiaries\' personal data and information are protected and archived safely.
  • Train data management staff on data safe handling, protection and management of data privacy.

Objective 7: Safeguarding Activities: Contribute to CSP establishment, implementation and evaluation: Objective X related activities:

  • By the Guidelines relating to CSFP designation, one of the designated CSFPs is designated as longstanding and unchanging. Be the mission’s preferred contact point with the Head Office for all child safeguarding-related matters.
  • Coordinate CSP implementation at the mission level.
  • Conduct a risk assessment, develop a plan to manage the identified risks and map the child protection legal framework.
  • Develop a plan for the implementation of the CSP at the mission level, which considers local context and legal framework, and monitor and evaluate this plan.
  • Contribute to ensuring that all persons working for or on behalf of SIF integrate child safeguarding-related measures into all mission processes, procedures and documents (e.g. programme, operations, HR, ICT, etc.).
  • Build capacity of and train SIF staff, partners and visitors (in particular, through the creation of CSP educational materials and training briefings) so that they understand the CSP and associated responsibilities.
  • Support SIF staff and partners in implementing the CSP, in particular as soon as child safeguarding risks are being evaluated.
  • Develop a network of contacts and establish a map with local specialists (in particular for child protection).
  • Raise awareness of children, youth and communities on child safeguarding.
  • Create a child-friendly feedback and complaints mechanism.
  • Ensure that both the feedback and complaints mechanism and SIF’s incident reporting procedure are accessible in local languages and that they are also both child-friendly and functional.
  • Keep a record of child safeguarding incidents in a secure child protection register.
  • Participate in the management of child safeguarding cases and ensure that the best interests of the child are upheld by defending children’s rights, safeguarding confidentiality and securing child participation.
  • Provide procedure outcome feedback to persons involved in all child safeguarding procedures.
  • Participate in child safeguarding discussions and working groups.
  • Ensure monitoring and evaluation of Child Safeguarding Policy implementation.
  • Draw up and deliver an annual report to the child safeguarding advisor at Head Office.

KNOWLEDGE/SKILLS/BEHAVIOR;

  • University degree ( Master) in Project Monitoring, Project Management, Social Sciences, Statistics, Economy, Econometrics or similar is required
  • At least 5 years of relevant work experience in a managerial role in Monitoring and Evaluation, or Project Management with good knowledge of the MEAL mechanism
  • Experience in international development and/or non-profit organisations
  • Experience in writing reports in English
  • Good computer skills and database management
  • Training in child protection/MEAL
  • Working knowledge of international child safeguarding and/or protection against sexual exploitation and abuse (PSEA) standards
  • Working knowledge of the Core Humanitarian Standard (CHS) on quality and accountability, and in particular of the “Do No Harm” principle
  • Working knowledge of HR management
  • Working knowledge of transversal issues (gender, inclusion, etc.)

Know-How and Competencies:

  • Experience in conducting surveys, and evaluations as an internal auditor or external consultant
  • Knowledge of Pakistan's culture and context
  • Computer software skills: SPSS, GIS or other
  • Technical expertise in the field of child protection and safeguarding and/or MEAL
  • Case management experience
  • Capacity-building/ training facilitation skills
