Functional ResponsibilitiesDesign of new projects and programmatic strategies

  • Act as a programmatic focal point for the design of new projects including coordinating programmatic inputs for narratives, budgets and required assessments;
  • Support the development of programmatic inputs in-country office strategy and other wider organizational strategies from a programmatic perspective;
  • Support partnerships in the representation of UNOPS in programmatic discussions for new engagements;
  • Coordinate with relevant retainers for inputs in the design of projects.

Support stakeholder engagement and representation for programmes

  • Support partnerships to develop stakeholder profiles and the formulation of stakeholder engagement strategies;
  • Represent UNOPS in relevant in-country and UNOPS-wide programme platforms;
  • Coordinate reporting on non-project-specific programmatic matters of the mission including but not limited to the data, monitoring and impact-related platforms fo the UN.

Monitoring and reporting

  • Lead the quality assurance process across the country office;
  • Review and issue regular project reports in accordance with donor or other stakeholder guidelines for reporting;
  • Prepare and consolidate programmatic reports for donors, stakeholders or internal purposes;
  • Regularly review project status, evaluating performance criteria (scope, cost, schedule and quality);
  • Maintain diaries and progress reports as required by UNOPS standard procedures;
  • Identify and anticipate in a timely manner, potential risks and issues specific to delivery forecasts, and advise mitigating measures to the Project Manager, Programme Specialist, PMO Specialist and Country Manager;
  • Provide routine oversight and analysis of delivery data within the dashboard system, using the UNOPS ERP system as required;
  • Perform routine maintenance and implementation of effective monitoring and evaluation systems of programme and project activities, in line with logical frameworks;
  • Within the context of monitoring and evaluation, ensure all projects submit and regularly update specific milestones and targets for the duration of projects' life cycles, and track progress against such information;

Education/Experience/Language requirementsEducation:

  • A Master’s Degree in Project Management, Management Information Systems or a related field
  • A combination of a Bachelor’s degree with an additional two (2) years of relevant work experience may be accepted in lieu of the education requirements outlined above.

Certification:

  • PRINCE2 Practitioner Certification is highly desirable.
  • MSP certification (Foundation and/or Practitioner) is an advantage.

Experience:

  • A minimum of least five (5) years of relevant and progressive professional experience, specifically in the field of Project Management and M&E
  • Strong experience with data analysis, management reporting and project management tools and/or information management systems.

Language Requirements:

  • Fluency in written and oral English is required.
  • Fluency in the national language Urdu is preferred.
  • Knowledge of another official UNOPS language is an asset.

Contract duration: Open-ended subject to performance and organizational requirements.
