Background
The overall objective of the European Union funded KP District Governance Community Development Programme, of which Human Dynamic’s service contract is a part, is to build responsiveness and effectiveness of the State to restore citizen trust; stimulate employment and livelihood opportunities; and ensure the delivery of basic services. The main purpose of this service contract is to support the Government of KP with the implementation of the CDLD policy in Malakand Division. Please refer to the project’s ToR for further information.
3. Job Objectives, Responsibilities and Expected Outcomes
The objective of this role is to provide technical support to the implementation of CDLD at the district level.
Responsibilities include providing support to the district administration for the management of the entire Program activity cycle from initial consultations to monitoring of CBO project execution. Support will be provided by the District CDLD Coordinator to the Team Leader in all implementation aspects. The District Coordinator will manage the district field team to ensure coordinated and effective support by the team to the district administration.
Expected outcomes include improved district administration capacity to implement CDLD, improved district service planning and delivery, improved effectiveness and efficiency of district administrations, effective implementation of projects by CBOs, and timely feedback to all CDLD teams of needed improvements to the CDLD activity cycle, and CDLD policy.
4. Description of Tasks
The District CDLD Coordinator will be expected to:
1. Support the annual review of District Development Strategy (DDS) based upon outcomes of M&E and 3rd party technical and financial audits, and subsequent preparation of proposals for improvements to DDS for review by District Development Committee;
2. Support capacity building for leadership and strategic planning at district level in the context of area based and community driven development by promoting (i) the convening of a CDLD District Management Group, (ii) provide the secretariat for the creation of a CDLD community of practice in each district;
3. Monitor district budget allocations to ensure that the district’s agreed annual percentage allocation of the total CDLD allocated budget for the year is allocated for the running costs of the programme with funds for pool of engineers, district administration, Continuous Audit and Deputy Commissioner Office and recommend changes to allocation formula as needed;
2. Monitor quarterly flow of funds based on CDLD notification percentages of first quarter 15%, second and third quarters 35% each, fourth quarter 15%;
3. Monitor flow of funds to CBOs to ensure installments are released in a timely manner;
4. Liaise with other donor funded PFM and OBB programmes such as SNG, and GIZ tehsil level support in district to ensure consistency and synergies at the provincial and district level;
5. Assist district project cycle management call for proposals specialists to identify areas of weakness in district capacity to link OBB to district development strategies, and provide direct support to the district implementation incubator in this area;
6. Support RMU to conduct randomized spot checks of approved proposals against CDLD policy and call for proposal criteria;
7. Support districts in annual CDLC planning and budgeting round particularly by reviewing CDLD plans and budgets, and providing feedback and support to the RMU to ensure timely authorization from the Provincial Finance Commission;
8. Assist in preparation and delivery of training packages on all aspects of CDLD policy implementation;
9. Continuously review and actively influence the CDLD policy based on experiential learning (problem driven iterative adaptation) undertaken by TA and government, the training content and materials and plan, and the Change Management plan to ensure that the weaknesses and recommendations are addressed;
10. Determine actions and time required to cover the CDLD policy implementation gaps for example in terms of training, staff recruitment, etc;
11. Establish professional working relationships with key personnel in Local Governments to ensure knowledge transfer and assist in training and capacity development as considered necessary;
12. Provide technical assistance in the update, development and documentation of policies and procedures, monitor and keep up to date with new changes in CDD approaches;
13. Support trust mapping to determine DGCD and government impact;
14. Provide such other assistance as requested by the Team Leader.

9.      Regularly travel within the district to the facilities and communities to monitor the field activities. Maintain district gender disaggregated data base (facilities, Social Services Committees profile and planning & implementation status of the facility improvement plans).
10.  Work on developing synergies and linkages creation through FPM. This includes maintaining very close relationships with both elected and appointed local government officials and other projects and NGOs working on community development at district level.
11.  Carry out other task as the supervisor may determine are necessary.
