Overview:
Lead IRC across Pakistan in liaising with the relevant government departments and LEAs at Federal, Provincial, District and Field level to timely acquire project NOCs and IRC MOUs/enlisting. Oversee the field implementation of humanitarian access and security management systems and protocols in line with humanitarian principles, humanitarian needs, the duty of care principles, IRC's overall strategies, IRC way Code-of-Conduct, SAP, CRRD, RAI, S-100 and IRC Global reporting guidelines. Support filed locations to improve compliance for S&S and Access Measurement Guidance, Global Access Practices Approaches. Advise on and support efforts at the field-level to enhance the IRC’s reputation, image and acceptance within the community and amongst relevant stakeholders. Responsible for identifying accessible/inaccessible Access Security areas/offices/accommodations, expat travel NOCs, LEA & TRF clearances, SRA/tools, and design program risk mitigation plans and business community plans and strategies.
Technical Program Support:
§ Lead and identify changes and trends in the humanitarian access and security environment across Pakistan, inspect, investigate, contextual and risk analysis, recommendations and put forward improvements to key processes, instruction, directions, and tools and techniques.
§ Technical guidance and support to IRC Pakistan country programs on safety security and access risk management, risk profiles and best practices and lesson learned.
§ Responsible for identifying field accessible/inaccessible Access Security areas, design program risk mitigation plans, develop sitreps and identifying organizational exposure and risk and mitigations.
§ Support country programs in managing critical incidents, and providing timely advisories to CD, SMT, PSMT, Technical Leads/TL, HoO, and IRC staff.
§ Ensure for facilitating high quality IRC strategic business programs within the ability, links, access and through strong government, relevant stakeholder, community engagement strategies.
§ Technical detail overview of proposals, implementing partners’ Access Team Investigation (ATI), partnership agreements’ regulations/clauses, go/no-go areas, thematic intervention, and ensured its related approvals as per government national action plan for IRC Pakistan.
§ Develop and oversee the implementation of responsive plans, standard operating procedures, and contingency plans, and facilitate training and capacity building of IRC partners, management, and field staff. Identify opportunity, by negotiating and mediating humanitarian access with contextual understanding.
§ Support IPs in security risk management, orientations of IRC global policies and procedures, tools, and IMPACT/good and great standards.
§ Take initiatives across the Pakistan to integrate GEDI in SS&AE and support filed staff and inclusion.
§ Frequent travel to across country programs’ locations to identify gaps/gray areas, lead to support the Humanitarian Access and Security team with key projects or during the onset of an emergencies e.g., Covid19, Afghan conflict and relief activities, Flood response, and disasters.
Government Liaison, Networking, and Engagement:
§ Lead IRC in liaising with the LEAs, and relevant government departments at Federal, Provincial, District and Field level to timely acquire required all IRC NOCs and MOUs/approvals across Pakistan.
§ Maintain strong interface and establish a relationship based on trust and reciprocal respect and ensure IRCs’ continues engagement including but not limited to; Ministry of Interior (MOI), Economic Affairs Division (EAD), Ministry of SAFRON, Ministry of Foreign Affairs (MOFA), SECP, FBR, Embassies/Consulates, Visas, NADRA, LEA, administrative and line departments, Social Welfare departments, Home and Triable affaires departments, AC/DC offices, PDMAs/NDMA, Donor & UN Agencies, INGOs/NGOs and CBOs., and Commissionerate for Afghan Refugees (CCAR/CAR), Cluster coordinators/ Leads.
Training, Learning and Knowledge Sharing:
§ Explore the possible business opportunities for collaborations and staff team building capacities.
§ Ensure in support of conducting all Humanitarian Access and Safety & Security trainings including risks profiling and assessment.
§ Identify learning and development needs, informed by the SMT for country programs to continue delivering high-quality, durable and contextually relevant programming.
