Mr.Akmal Khan is development professional, having almost 9 year experience with various world reputed humanitarian and development organizations. He holds master degree in social Anthropology and Master in Development Studies. He successfully completed projects with Save Children US (improved Child Health project FATA), CERD, Norwegian Refugee Council, FATA Secretariate/IOM, International Rescue Committee (IRC) and ADB Funded transport project. He has expertise in Mobilization, ME/Research, social marketing and project management.
He has excellent personal qualities like integrity, politeness, harworking, dedication,team player, effective communication and natural leadership skillls.
· Manage social safeguards activities of Karachi Bus Rapid Transit Corridor Project (KBRTCP), by looking over, controlling, implementing and internal monitoring and reporting to PIU.
· Supervise land acquisition and involuntary resettlement activities during implementation of construction activities in BRT project.
· Assess the strength of the consultation process required for the preparation and implementation of the resettlement action plan.
· Prepare formats for monthly, quarterly and by-annual internal monitoring including questionnaires, coordination with design and procurement staff of the project.
· Provide basic orientation and training regarding LARP implementation to counterpart agencies potentially involved in project under preparation.
· Participate in the review and clearance of project documents for compliance with the Bank’s safeguards policies.
· Develop an operative management information system and protocols for grievance redress mechanism (GRM).
· Prepare DDR and addendum reports in light of additional project impacts occurred during project construction phase, similarly updated the LARP document as well as and when required.
· Assist the PIU-Resettlement team in implementation of LARP including preparing detailed action plans for the delivery of compensation, ensuring that all affected parties receive payments or other rehabilitation based on the LARP and assisting the Executing Agency (EA) in handing over the sites to the project Contractor free from all hindrances.
· Ensure that the PAPs are properly consulted and adequately resettled and compensated in accordance with the provisions of the approved LARP.
· Prepare and develop a comprehensive and detailed Livelihood Restoration Program to facilitate the project APs to take advantages of the options available as per the LARP and supervise and monitor its implementation.
· Prepare LARP implementation monthly progress reports, quarterly progress reports and by-annual internal monitoring reports complying with ADB requirements.
· Ensure that construction works start only after the implementation of LARP and after approval of ADB on implementation of LARP.
· Ensure compliance of mitigation measures of social issues and impacts as proposed in LARP report.
· Monitor contractor activities with respect to Social Aspects at construction sites, labor camps, workshops, offices, material storage sites.
· Ensure implementation of national Labor Laws and legal rights of workers during induction, at work places and labor camps, including facility and quality of residence, food and drinking water, wage rates, working hours, holidays and health facilities etc.
· Ensure living condition of workers in labor camps as per ADB guidelines
· Ensure mitigation of disturbance of communities regarding crossing the roads for school, market and offices during construction.
· Maintained close liaison with contactor, Trans-Karachi-PIU and other concerned departments.
· Any other associated tasks that the consultant or client required to be done with respect to social safeguards, including relating to implementation of the LARP.
 Liaised and coordinated with the relevant stakeholder to get their support for best implantation of field activity.
  Established relations with the management of PDA, transPeshawar and transport department for smooth working relationship and mutual support
  Assisted ADB and PDA in Implementation of social Resettlement Plan (SRP).
  Ensured that the Supervision Consultant & contractors develop and implement environment & social management plans in line with EMP/SRP.
Coordinated and ensured the clearance of EIA reports from the respective EPAs.
