Malik Bilal is a Humanitarian Response Professional over 14 years of experience, majorly in complex emergencies and natural disasters in the field of Food Security, Livelihoods, DRR & Resilience Building, and Cash Based Interventions. He has worked with UN FAO, USAID, ACDI-/VOCA, INGOs and National Organizations in Pakistan for projects funded by various donors including SDC, USAID, DFID, JICA, Spanish, Belgium, UN CERF, and Italian Agency for Development Cooperation.

Mr. Malik has worked in extremely difficult and fragile security environments, diverse cultures, hard geographical terrain, especially in Pakistan complex emergency (Ex FATA / NMDs bordering Afghanistan) and Baluchistan between 2005 - 2019. In the midst, his expertise & dedication were also utilized by UN FAO to respond to the 2010 mega-floods, 2011, 2013 floods, and droughts through the course in both the southern provinces of Pakistan. His cores capacities range from field implementation management to program planning and development, humanitarian coordination in emergencies and early recovery response operations, cash transfer program, monitoring and evaluation, logistics and supply chain management. His skills in Civil Military Coordination, coordinating with ministries, line departments, district administration, disaster management authorities and communities are exceptional, putting his to the core of program implementation.

Complex Emergency Response – Northwestern Pakistan – Managed FAO humanitarian response program portfolio to the complex emergency, including relief, early recovery & development in Khyber Pakhtunkhwa and the Newly Merged Tribal Districts (NMDs, ex FATA or the Federally Administered Tribal Areas) of Pakistan. These included FSL sector response through in-kind assistance, cash-based interventions, and capacity strengthening at both communities and government levels. As Program Officer I was leading on the sector needs assessment/analysis & verification, including Inter-Cluster Assessment Missions to the newly de-notified areas (returns), coordination among partner organizations, emergency preparedness, strategic planning, civil military coordination, project planning, implementation, field team management, and monitoring of the overall progress. Intra-agency liaison with the Logistics Unit to ensure time & budget efficient delivery of all project components, especially that involved seasonal time limitations (crops).
 
Active engagement with the SPs to ensure delivery of inputs, cash transfer (CTP) to beneficiaries, agriculture infrastructure rehabilitation and development activities, to assure that SP reports are received, reviewed and cleared within deadlines and payments are processed in time. In addition, I also facilitated all the Inter-Cluster Missions for Returns of the affected population to assess the FSL sector situation and report back to both the FSL Cluster, the Return Working Group led by FATA Disaster Management Authority, and the OCHA ICCM.
 
I was also involved in the procurement committees to ensure quality inputs as well as timely delivery of the in-kind support to the affected population, especially in seeds cases to avoid missing the sowing seasons. In addition, representation at the ICCM, Government Forums, FSL Cluster Meetings, and capacity building initiatives were also part of the larger work activities that I undertook.

Complex Emergency Response – North Western Pakistan – I led on the filed implementation activities of the entire FAO projects portfolio for complex emergency under the FSL sector response in the thence FATA areas bordering Afghanistan. These activities ranged from needs analysis, relief operations and early recovery, and rehabilitation across the region using both in-kind and cash assistance. Civil Military Coordination for access and implementation, liaison with line departments, disaster management authorities, district administration, and communities were at the core of my work.
 
Timely, effective and coordinated implementation of all project activities in conjunction with the agreed work plan and coordination & supervision of the work progress of Service Providers (SPs) contracted by FAO through Letters of Agreement (LoA) were also key tasks under my position. Ensuring that all projects activities are cost-effective, efficient and completed within stipulated timeframe and are properly geared towards achieving stipulated objectives and goals, field reports are produced on time and according to the required standards. Identification and selection of service providers and inputs suppliers in targeted areas, supervision of SPs to ensure timely delivery of inputs to beneficiaries in a dignified manner, make certain that SP reports are received, reviewed and cleared in a timely manner and payments are processed within the stipulated time. Liaised with the Logistics Section to ensure all logistical requirements are provided in a timely and cost-effective manner.
 
Monitoring of organization interventions at office and field in view of the outcome indicators; review and strengthen the monitoring system of Partner Organizations, and close Coordination with Provincial Departments & FATA Secretariat, FATA Disaster Management Authority, Military, Political Administration & other key stakeholders. I also participated in technical and sectoral meetings and working groups, including the Food Security Cluster, Cash Working Group, ICCM, Returns Working Group, Protection Cluster, INGOs/NNGOs and UN Agencies.

Flood Emergency Response – Northwestern, South and Southwestern Pakistan (Balochistan, KP, and Sindh) – Supported the flood emergency response across Pakistan for the areas affected by floods in 2010, 2011 and 2013 with relief operations, early recovery and rehabilitation activities across the FSL sector. These included activities under agriculture, livestock and infrastructure support to the farmers in Malakand Division and Dera Ismail Khan (KP), Jacobabad, Kand Kot, (Sindh) and Nasir Abad and Jaffer Abad (Balochistan).
