The SNIP project is an innovative partnership between Gavi the Vaccine Alliance, The Power of Nutrition and the Aga Khan Development Network that will help to drive progress towards the Sustainable Development Goals by delivering an integrated service package, generating demand, and promoting health behaviors for immunization, health and nutrition services, as well as deliver tangible benefits for communities in Gilgit Baltistan, Balochistan and Sindh provinces, this project will generate data, evidence and learning to fill gaps and discover what works in this under-resourced area.

AKF(P) is looking for a highly qualified professional to fill the role of Programme Officer -Monitoring, Evaluation, Research & Learning for the Strengthening Nutrition and Immunizations in Pakistan (SNIP) Project. The incumbent will formally report to the Project Manager. This position will be based in Islamabad and will require frequent travel to project sites in Gilgit Baltistan, Sindh and Baluchistan.

Duties and Responsibilities: 

The PO, MERL will be responsible for designing and implementing activities of the Project in consultation with the Project Manager

  • Ensure project M& E is designed according to the federal and provincial EPI, nutrition, and MCH department's requirements, strategic direction and priorities.
  • Assist PM for regularly updating through mapping union councils with low immunization, nutrition and MCH services.
  • Support project staff collecting data according to the PMF targets related to immunization, nutrition interventions integrated with the MNCH services; and community engagement plan supporting and actively facilitating women and children’s access to services.
  • Compile and analyze data for the preparation of quarterly and annual reports focusing on the improvements, associated challenges and gender integration.
  • Responsible for designing and implementing M&E framework indicators and data collection methods achieving result of its intended outputs in a cost-effective and timely manner.
  • Strengthen gender-disaggregated data collection and data quality and ensure routine data analysis and insights that feed into programmatic adjustments and acceleration.
  • Ensure data is routinely collated, and tracked against program monitoring frameworks, variance analysis and explanation provided and the data is made available to the AKFP team and utilized for program reporting.
  • Develop a Performance Indicator Tracking tool for the monitoring and timely implementation of project activities
  • Developing and maintaining the MIS of the Project for the collection & analysis of different data in relation to the project activities.
  • Conduct regular M & E visits to field, provide on-the-job support to the project staff and ensure quality of data collection.
  • Coordinate with project staff for the documentation of best practices and quality reports.
  • Support assessments, evaluation, research and learning, providing input on analysis, articulation and dissemination of results with the provincial and national authorities for evidence-based planning.
  • Support the dissemination of project achievements, research findings, lessons learned, best practices, case studies, with the stakeholders during provincial and National review meetings.

Required Qualification & Experience

  • The incumbent must have a degree in the Monitoring and Evaluation field with a minimum master’s degree in social sciences, economics, data and computer science from a well-reputed and recognized university.
  • The incumbent must have at least 5 years of relevant experience in M&E, data analysis, program evaluation, and reporting.
  • Strong familiarity with monitoring and evaluation methodologies and logical frameworks.
  • Strong leadership, teamwork and management skills, ability to multi-task and work on tight timelines.
  • The candidate must have solid field-based experience, writing skills in English, good knowledge of MS Office,  data analysis tools and packages.
