We are seeking a highly skilled Procurement Officer with 1-2 years of experience in procurement, specifically within the NGO sector. The ideal candidate will possess a degree in Business Administration or Supply Chain from a top-tier university such as LUMS, IBA, etc. Exceptional writing skills are crucial for success in this role. As a Procurement Officer at CESVI, you will play a pivotal role in ensuring meticulous procurement processes and maintaining the highest standards of excellence to support our mission. Writing and editing documents is a requirement of this job before they are sent to the head of the department. In order to be successful in this area, drafting and writing skills are crucial.

Responsibilities:

1. Procurement Planning:

  • Collaborate closely with program managers to understand and anticipate procurement needs.
  • Develop and implement strategic procurement plans aligned with project timelines.

2. Drafting and Documentation:

  • Craft precise and comprehensive procurement documents, including RFQs, RFPs, and purchase orders.
  • Ensure that all procurement documentation meets the highest standards of clarity and professionalism, demonstrating excellent writing skills.

3. Vendor Management:

  • Identify, assess, and negotiate with potential suppliers, ensuring alignment with ethical and legal standards.
  • Develop and manage strong relationships with suppliers to foster collaboration and reliability.

4. Compliance:

  • Stay abreast of changes in procurement laws, regulations, and ethical standards relevant to the NGO sector.
  • Ensure strict adherence to CESVI's policies and legal requirements in all procurement activities.

5. Quality Assurance:

  • Monitor and evaluate supplier performance to guarantee the delivery of high-quality goods and services.
  • Conduct periodic audits to verify and enhance compliance with CESVI's procurement policies.

6. Hands-on Procurement Evaluations and Contract Drafting:

  • Demonstrate hands-on experience in conducting comprehensive evaluations of procurement processes.
  • Possess strong contract drafting skills with a proven ability to create clear, legally sound agreements.
  • 7. Understanding of Pakistan's Legal Context for Procurement and Donor Guidelines:
  • In-depth knowledge of Pakistan's legal framework related to procurement activities.
  • Understand and apply donor-specific procurement guidelines and regulations.

Travel Requirements:

  • Undertake frequent travel to project areas as per project needs.

II. QUALIFICATION:

Bachelor’s degree in Business Administration or Supply Chain from a reputable university (e.g., LUMS, IBA, etc.).

Strong organizational and time-management abilities.

A) EDUCATION;

Bachelor's degree in Procurement, Supply Chain Management, Business Administration, or a related field.

B) EXPERIENCE:

1-   2 years of proven experience in procurement, with a focus on the NGO sector.

  • Exceptional writing skills with a keen attention to detail.
  • In-depth understanding of procurement laws, regulations, and ethical standards.
  • Excellent communication and negotiation skills.
  • Drafting and writing skills are crucial.

C) COMPETENCIES:

  • Excellent communication and report-writing skills.
  • Strong knowledge of procurement regulations, guidelines, and practices applicable to international NGOs in Pakistan along with the Donor like USAID, ECHO, UKAID etc guidelines. 
  • Good interpersonal skills.
  • Willingness to contribute and work as part of a team.
  • Flexible and open to learning and new experiences.
  • Respect for diversity and adaptability to other cultures, environments and living conditions.
  • Creative and flexible with problem-solving skills.
  • Demonstrated professionalism and diplomacy.

D) TECHNICAL SKILLS:

Advanced knowledge in the usage of computers and office software packages, experience in handling of web-based management systems.
