Introduction and Background:
The project has been designed drawing on the technical and operational strengths of WHH in the strategic pillar of ‘Sustainable and Inclusive Food Systems’, hence titled, ‘Building Resilience through improved Food and Nutrition Security in Khyber Pakhtunkhwa (KP), Punjab and Baluchistan’. The project is funded by ‘The Norwegian Ministry of Foreign Affairs’ with an eligible period of 36 months (01.09.2023 – 31.08.2023).
WHH and partners are proposing an integrated multi-sectoral (Agriculture/NRM, WASH, Nutrition and DRR), multi-province (one district each in KP, Punjab, Baluchistan) project with an aim to improve the food and nutrition situation for most vulnerable, particularly women and children, through multi-sectoral, integrated approaches, and linking nutrition-sensitive with nutrition-specific interventions; while investing in the resilience of at-risk communities and local authorities through strategies to enable anticipation and preparedness for 18,108 households (approx. 126,756 individuals). The project is primarily a scale-up as well as expansion on existing SFNS – Sustainable Food and Nutrition Security work (through previous projects) in District Shangla (KP), District Muzaffargarh (Punjab) and expansion in District Jhal Magsi (Baluchistan) through local partners.
All activities will be implemented, and partnership is maintained through a gender-responsive and nutrition-sensitive lens, mainstreaming protection, accountability, and Do No Harm principles. An important part of this role will be coordination between WHH, IPs, and major stakeholders. The position holder would be responsible for the smooth implementation of project along with donor compliance on behalf of Welthungerhilfe in KP, Punjab and Baluchistan provinces. Providing support to the implementing partner and donor compliance is the core responsibility of the position. Extensive travel in the KP, Punjab and Bluchistan are also a requirement with long stay and field trips.
Position:
Project Coordinator is a middle management role reporting to Sector Advisor. His primarily areas as Project Coordinator are to focus on project management role as per his assigned responsibilities. Project Coordinator will be responsible in managing the entire project & program’s roles and SOPs. She/He will also assist in providing necessary Capacity building trainings, technical support, and mentorship to the field teams of Welthungerhilfe and partner organizations.
The aim of this position is to manage and implement projects based on specified directives in terms of PCM, content, schedule, and budget. The project is carried out in accordance with Welthungerhilfe standards and the directives/provisions of the co-financer. Project Coordinator is fully responsible for the effective implementation of the project(s) and the appropriate use of funds, resources, in close coordination with the responsible Partners and Sector Advisor. He/she is responsible for Plan, implement and closing of project/ interventions, timely coordination, realistic planning, timely and effective communication, and technical support for implementation, correctly. The role also embodies the tasks and processes of stakeholder, risks and communication management of projects.
3.1. Technical Inputs
- In coordination with sector advisor, provide technical support in implementation and quality assurance of project interventions.
- Assisting the Expert/Sector Advisor in shaping the strategic direction of the country program, ensuring quality programs design, implementation, and accountability
- Frequent travel to field to monitor program implementation and extend meaningful assistance to partners field teams.
- Ensuring overall project quality, effectiveness, and accountability, in accordance with core humanitarian standards, technical standards, donor requirements, country regulations, and WHH organizational mission, standards and operating principles
3.2. Management
- Responsible for overall project management with several processes included such as but not limited to budget; stakeholder, accountability; reporting (internal & donor) and quality management.
- This includes planning, implementation, reporting (internal and donor), and impact-oriented monitoring; use of funds as per project planning matrix and budget; the terms of partner agreements and is reflected in plan, budgets and accounting of project holder; inform Welthungerhilfe management with respects to risks, interferes etc.; adherence to Code of Conduct and Accountability.
- Thus, to actively participate in all aspects of project management with focus on timely and quality results, teamwork, participation, empowerment, accountability, and donor compliance; while working with numerous counterparts, implementing partners, and technical experts of Consortium lead (if applicable).
- Together with Finance, analyze project expenditures against budget, and coordinate with relevant department/staff on invoicing of clients.
- Together with MEAL, ensure the monitoring of project interventions is carried out regularly to maintain quality delivery in terms of processes and results.
- Together with Logistics, prepare and analyze planned procurements in project(s) – i.e., WHH and partner, while coordinate with relevant department/staff on timely and quality processes as per WHH/donor standards and regulations.
- Provide management and technical support to the partners in the development/updating of the work plan for project with clear objectives and achievement benchmarks, long-term and short-term priorities, in line with programmatic vision and strategies.
3.3. Compliance
- Prepare, review and/or edit project progress reports (internal and donor) to ensure quality, and work with supervisor and field team to revise target goals if necessary. Apprise supervisor/management of any critical issues as they arise.
- Quality assurance and compliances; Donor and WHH internal compliances are met. MEAL activities and surveys are conducts as planned.
3.4. Coordination
- Work in close coordination with project teams and partners to achieve overall grant objectives, deliverables, and compliance within donor guidelines.
- Provide support to the partners in the delivering quality outcomes related to emergencies, early recovery and rehabilitation/development efforts and further will process, obtain, and maintain key data from partners and reporting lines.
- Ensure technical/sector coordination, briefings, or similar meetings, and provide feedback/advice to program management and backstopping to the partners team.
- Coordinate with relevant departments to ensure effective support to the field, and to provide accurate information to the field regarding implementation and regulations.
- Represent team at meetings, conferences, and workshops, as needed and provide updates, reports and critical analysis of field and report to program lead.
3.5. Partnerships
- Facilitate the capacity building/strengthening process for both relevant WHH and partner staff as in coordination with Sector Advisor and partnership expert, from planning to final documentation.
- Actively develop and maintain effective working relationships with key stakeholders, i.e., partners and counterparts including government actors, UN agencies, international and local NGOs, and other relevant actors working in project areas.
- Together with partnership expert and team to manage partnerships internally through processes such as CSC, PPM and externally with local government and non-government actors (including partners)
6.1. Knowledge and Qualification
- A university degree in any relevant discipline.
- 4 to 7 years\' professional experience working in the relevant sector.
- Working experience with a partnership approach.
- Fluent in English, Urdu (written and oral), Good knowledge of local language(Baluchi and Pashto) would be an added value.
