1.     About Welthungerhilfe-WHH

Deutsche Welthungerhilfe e.V. is one of the major privately-run German charitable organizations in the field of Development Work and Emergency Aid. Its function is primarily to contribute toward the improvement of the food and income levels for the poorest rural population in Africa, Asia, and Latin America, in cooperation with local partner organizations. Deutsche Welthungerhilfe e.V. promotes help-for-self-help and is active in emergency and relief efforts. The organisation has worked for over a decade in Pakistan and made significant contributions to address the needs of affected populations during the Earthquake disaster in 2005 as well as to communities during the floods of 2010-12 in the provinces of Punjab, KP, and Sindh.

2.     SHRRP Background

The Sindh Housing Recovery and Reconstruction Platform (SHRRP) is Platform of all stakeholders engaged to support Sindh People’s Housing for Flood Affectees (SPHF) in housing reconstruction and settlement recovery process. The goal of SHRRP is “Flood families live in resilient homes and communities in Sindh.” The SHRRP will provide support SPHF to support strategic planning, coordination and cooperation with the national and international Organizations, the private sector, and public associations engaged in post-flood Sindh housing recovery process. The platform will ensure that SPHF led technical assistance and information management are streamlined, disseminated, and communicated at all levels. Prioritize Fund raising strategy and flexible resource mobilization to cover up gaps and provide necessary capacity building support to SPHF and partners is the major objective of the platform. WHH will be providing the technical support to the platform of SPHF and its members as technical organization in the sector of green construction material. At the same time the Resource Mobilization Coordinator in coordination with platform and SPHF together will strive to identify the existing financial funding sources that could supplement the shelter program and fill the gap of funds.

 

3.     Position summary

The Resource Mobilization Coordinator will closely work with SHRRP National Coordinator and WHH for the mobilization of resources in the project and providing support to the platform members. WHH envisions engaging a wide variety of efforts to mobilize resources while encompassing the strong knowledge of institutional/bilateral donors, civil society organizations (NGOs), and the private sector. The position holder will provide strategic directions on high-quality project design incorporating the SHRRP vision and specific objectives. His/her coordination and relationship management skills will ensure that the projects and different working groups for which he/she supports apply best practices and constantly work towards improving the impact of its benefits to those we serve. Under the supervision of the National coordinator and WHH, this position will provide support to platform members in the development of concept notes, and negotiation letters to the existing consortia, donors, and counterparts.

4.     Key performance indicators (3-5 max)

a)      Lead in the development and management of the resource mobilization strategy of SHRRP.

b)      Monthly progress report on resource mobilization of the entire Sindh Province and SHRRP.

c)       Timely support and guidance to the platform members to develop the concept notes and proposals.

d)      Develop the influence hypothesis and track donors’ priorities and funding for Sindh Province

e)      Support in influence plan during any representation in high-level national and international level meetings and events

f)       f. Support the national coordinator in designing donor coordination meetings and consultation sessions.

5.     Core Areas of Responsibilities

5.1  Technical Inputs

·       Provide expertise in positioning, capture planning, development of resource mobilization strategies, donor engagement planning and proposal preparation for specific opportunities with institutional donors (government and inter-governmental award issuing organizations, as well as foundations, corporations, and other awarding non-governmental organizations).

·       As appropriate, serve as proposal coordinator or other lead role in the proposal team, and participate in bid analysis and proposal review panels. 

·       Serve as a lead or support writer on proposals, contributing both technical and non-technical content and integrating inputs from staff and partners into a responsive, coherent proposal with a compelling vision and clear win themes. 

·       Development of resource mobilization strategy of SHRRP with the plan of implementation while defining the key performance indicators with clear timelines and responsibilities.

·       Provide technical support to the development of a differentiated, donor-raising strategy, aligned and coordinated with the SHRRP provision of shelter to the flood-affected households and in close affiliation with platform priorities.

5.2  Management

·       Orientation and linkages development with national and provincial non-governmental organizations and INGOs to buy in resources and adopt the modalities of provision of multisectoral support to the settlements of SPHF.

·       Support the project review committee and track the progress on required resources to the platform and update on the roadmap with the details each HUB and district.

·       Train and mentor staff, as needed, to improve their skills in proposal development, representation to donor and partner organizations, intelligence-gathering, and marketing within their country program or portfolio.

5.3  Compliance

·       Support Platform Coordinator to develop and harmonize and standardized reporting and monitoring mechanisms in the project that are aligned with the donor compliances and reporting to the PRC-Project review committee/platform board of directors.

·       Support senior management to cultivate and strengthen institutional relationships with institutional donors, partner organizations and other stakeholders.

5.4  Coordination

·       Liaisons with the technical working groups, hub coordinators on budget, planning and implementation strategy to ensure the resources are allocated in compliance with donors and other contributors.

·       Coordinate proposal development processes to ensure timely submission of high-quality proposals that are responsive to donor requirements, applicable regulations, and SHRRP and Parners’ technical and cost standards. Lead and support proposal budget processes and propose recommendations to develop a competitive proposal. 

·       Work with appropriate staff to maintain data on past performance and corporate capacity, to provide timely information for proposal submissions.

·       Support timely and accurate information management related to funding opportunities.

·       Support cross-regional and global BD cycle initiatives as a member of the agency’s worldwide Business Development Community.

5.5  Partnership

·       Develop a target stakeholders list through the extensive exercise of mapping and identification in consultation with government line departments. Bifurcation of stakeholders on the sectoral approach.

·       Draft and finalize the counterpart-specific framework arrangements and cost-sharing agreements as necessary for the platform on the sectoral approach.

·       Develop an engagement plan for the private sector and business community for the SHRRP and link with the sectoral working groups of the project.

6.     Job Requirements

6.1.            Knowledge and Qualification

·       A university degree in social sciences or in any relevant discipline.

·       7 to 10 years of professional experience working in the development of project concept notes, project fund raising proposals in shelters, flood recovery, and reconstruction.

·       Knowledge of donor compliances, regulations, and reporting

·       Capable of coordinating and consulting with donors and stakeholders.

·       Working experience with a partnership approach.

·       Fluent in English, and Urdu (written and oral), Good knowledge of local language(s) would be an added value.

6.2.            Computer Skills

·       MS Office [Word, Excel].

·       MS Office 365

·       MS PowerPoint for general and Project Presentations.

·       Ability to learn any WHH Recommended/in-use Project Management Software.
