1.            Introduction

The Fred Hollows Foundation (The Foundation) is a secular non-profit public health organisation based in Australia, which was founded in 1992 by eminent eye surgeon Professor Fred Hollows. The Foundation focuses on strengthening eye health systems and the treatment and prevention of avoidable blindness caused by Cataract, Trachoma, Diabetic Retinopathy (DR), and Refractive Error (RE). The Foundation operates in more than 20 countries across Australia, The Pacific, South and Southeast Asia, and Africa. The Foundation was named The Australian Charity of the Year 2013 in the inaugural Australian Charity Awards.

The Foundation started the mission to end avoidable blindness in Pakistan in 1998. FHF Pakistan has been working with the Government of Pakistan (GOP) and local eye healthcare providers to deliver quality eye-care services, working in partnership with other NGOs, international NGOs, and the national and provincial governments. FHF Pakistan is a key stakeholder in the National Program for Eye Health in Pakistan and has made major contributions to strengthening the country’s public eye health care system following the World Health Organization (WHO) recommended Health Systems Strengthening (HSS) approach. In the past 25 years, the Foundation has covered many areas of Pakistan, and many gains have been made, partnerships formed, and lessons learned. The FHF Pakistan program plans to work strategically at the provincial level to streamline efforts and make an impact in a targeted way by supporting provincial governments in taking control of eye health.

2.            Project Background

The final evaluation is for the “National Sight Restoring Project (NSRP).” The project contributed to developing comprehensive and integrated eye care models at the provincial level in 4 provinces: Punjab, Sindh, KP, and Baluchistan. This project was developed on evidence gathered from FHF Pakistan’s years of experience in in-country programming, gender research, and partner consultations. The project focused on equity and aimed to reach the most vulnerable segments of society, including women, persons with disabilities and children. The project supported the development of a model of effective, affordable, accessible and gender-sensitive comprehensive eye care, leading to increased demand and uptake of eye care services and at the same time prompting greater financial investment in eye health on the part of provincial health departments.
