Human Relief Foundation is a not-for-profit international humanitarian and development organization registered in the United Kingdom and Pakistan. HRF has been working in Pakistan since 2005, focusing on protecting, assisting, and enabling the most vulnerable communities affected by natural disasters and poverty across different parts of the country. Purpose of the Position

The purpose of this position is to build the capacity of the incumbent while managing the implementation of the HRF – Institute of Skill Development Mansehra. The incumbent is also expected to assist the Country Director (CD) in designing projects, proposals, and concept notes. The principal is expected to bring new ideas and innovation to the skill development program and expand current projects to include more trades and skill development programs.

Project Management

  • Manage the smooth functioning of the HRF- Institute of Skill Development.
  • Manage the database of all students and their results.
  • Organize exams and mid-term exams on a proper schedule and ensure certification from SDC and other registration authorities.
  • Support the teaching staff in developing work plans and managing classrooms.
  • Ensure the safety and security of the institute.
  • Arrange quarterly or bi-monthly ceremonies and a yearly exhibition to promote the institute within communities.
  • Monitor teachers' work plans and facilitate adherence.
  • Provide timely and accurate advice to the PC/CD about new opportunities in the program.
  • Coordinate visits of senior management, donors, and partners to the institute and field areas as needed; support field staff in preparing and conducting these visits.
  • Maintain proper documentation of all agreements and MoUs with partners and staff.
  • Manage the finances of the institute.
  • Handle the procurement of training materials for the institute.
  • Oversee institute inventory management.

Teaching IT and Computer Literacy

  • Design and teach computer literacy courses and basic computer courses like MS Office, internet, and web surfing for beginners.

Programme Planning & Development

  • Support the implementation of the HRF Pakistan Country Program Strategic Plan, aligning with its vision and mission.
  • Increase the number of students to at least 100 within the next three months.
  • Assist the Programme Coordinator and CD in developing new trades and projects.
  • Ensure all staff are well-oriented on all HRF Pakistan programs/projects.
  • Explore avenues for institutional funding and develop donor mapping to secure sufficient funds for program sectors.
  • Develop a pool of volunteers, including experts, students, teachers, and donors.
  • Devise different formats for reporting and monitoring program implementation.

Coordination and Networking

  • Represent HRF Pakistan at different forums as requested by the CD in the district and province.
  • Build good working relationships with entrepreneurs and network with Pakistan Baitul Mall, BISP, and the Small and Medium Enterprise Department.
  • Establish networking with technical training centers, NGOs, and civil society organizations.

Monitoring & Reporting

  • Document and maintain records of each activity.
  • Prepare and share quantitative progress reports monthly and annually.
  • Maintain a record of complaints and issues regarding progress.
  • Ensure regular and quality Performance Development & Review (PDR) is conducted by all staff.
  • Manage the development of timely and high-quality reporting as per agreed formats and HRF standards.
  • Develop human interest stories (success stories) of students and teachers to attract more funds and donors.
  • Create compelling presentations using PowerPoint and flip charts.

Capacity Development & Human Resource Development

  • Provide job training, guidance, and coaching to the staff reporting to this position.
  • Offer appropriate and timely feedback to staff regarding their performance, including timely implementation of the annual performance development plan.
  • Assist and provide feedback and reports to the Programme Coordinator for staff development plans.
  • Ensure regular and quality PDR is conducted by all staff.
  • Promote an open and conducive working environment.
  • Build the capacity of institute trainers and trainees on communication skills & entrepreneurship.
  • Conduct a Training Needs Assessment for trainers and students.

Relationships

  • Responsible For (Staff): Teachers, Instructors, Office Boy, Security Guards, Students, Partner Organizations.
  • Liaises With: Country Director, Country Finance Officer, Country Admin Officer, Program Development Officer, Skill Development Council, Technical Board, District Social Welfare Officer, Govt. Technical Institute.

Person Specification

  • Post-graduate degree in Management, Development Studies, Sociology, Economics, or relevant social sciences, or equivalent demonstrable experience in relevant fields.
  • 2 years of experience managing a vocational skill center or similar institute.
  • Proficiency in MS Word, MS Excel, and PowerPoint.

Special Skills, Aptitude, or Personality Requirements

  • Demonstrated ability to develop harmonious teams in a multi-ethnic context.
  • Ability to establish and maintain good working relationships with colleagues, staff, and other stakeholders in a sensitive environment.
  • Proficiency in spoken and written Urdu and English.
  • Willingness to travel to different parts of the country as needed.
  • Ability to work under pressure, often to strict deadlines.
  • Good interpersonal and communication skills.

Note: HRF, as a humanitarian organization, responds to emergencies that may affect routine work. This is not a 9:00 to 5:00 pm job, and sometimes work may be required on Sundays.
