We are urgently seeking a highly qualified and experienced Institutional Development Consultant with specialized knowledge in the urban sector, local government, and municipal services. This part-time position is based in Islamabad, with some travel to Khyber Pakhtunkhwa (KP) required.

The role involves providing expert guidance on projects aimed at improving urban service delivery and institutional planning.

Key Responsibilities:

  • Provide expert advice on urban sector development, including local governance and municipal services, with a focus on improving institutional frameworks and service delivery.
  • Assist in planning and implementing strategies for projects related to water and sanitation (WATSAN), solid waste management, and other municipal services in urban environments.
  • Develop comprehensive reports and documentation for donor-funded projects, ensuring alignment with regulatory requirements and project objectives.
  • Analyze and advise on regulatory frameworks, legal aspects, and policy requirements related to water resources, sectoral planning, and land use management.
  • Collaborate with stakeholders, including government bodies and donor agencies, to ensure project goals are met and sustainable practices are adopted.
  • Travel to KP as needed for consultations, stakeholder meetings, and project site assessments.

Requirements:

  • Proven experience in the urban sector, local government, or municipal services, particularly with donor-funded projects.
  • In-depth understanding of regional institutional planning, regulatory mechanisms, and municipal service delivery in complex urban environments.
  • Expertise in WATSAN and solid waste management, with the ability to address challenges unique to urban settings.
  • Strong writing and communication skills, including the ability to prepare comprehensive reports for donor agencies.
  • Knowledge of the legal and regulatory landscape concerning water resources management, regional planning, and land use management.
  • Strategic thinker with a capacity for innovative solutions and out-of-the-box problem-solving.
  • Willingness to travel to KP for project-related work.

Preferred Qualifications:

  • Experience working with international donors or organizations in Pakistan's urban sector.
  • Advanced degree in urban planning, public administration, or a related field.
  • Familiarity with public sector reforms, capacity building, or institutional development in the region.
