Under the overall guidance of the Senior CDC IGH Advisor and direct supervision of Advanced Analytics Team Lead, the incumbent shall be part of the Advanced Analytics team at the Sindh Provincial Emergency Operations Center (PEOC). He/she is expected to perform following key duties at the Sindh PEOC for the Polio Eradication Initiative:

Location: Karachi

 Responsibilities:

  • Provide technical assistance to the PEOC for Polio Eradication Initiative (PEI) in terms of optimal data usage through statistical analysis of SIAs, Surveillance, & Essential Immunization data, applying triangulation, using visualizations, and critical thinking for interpretation of results, identification of gaps and assessment of the impact leading to the generation of practical recommendations for actions.
  • Assist PEOC teams in data collection, management, analysis, and reporting on activities in compliance with the NEAP, the Surveillance and Outbreak Response Plans and other global and national guidelines used at the national, provincial, and district levels for investigation of AFP cases and assessment of environmental surveillance in the province/districts and review weekly/monthly surveillance data.
  • Maintain and manage other data sources which are not centralized like refusals data, HRMP/Population linkages surveys, zero dose data, household clusters, population movement data and incorporate in risk assessments.
  • Maintain and update GIS shape file up to UC level of respective province
  • Support PEOC in polio program risk assessment.
  • Pre-campaign analytical support - Based on agreed indicators and score weightage identify the low performing UCs after every campaign and share with PEOC for next campaign planning and monitoring of low performing UCs.
  • Assist with monitoring and follow up of district improvement plans
  • Support province and districts in campaign performance analysis during campaign phase on daily basis, identify and share key findings and recommendations for improvements with provinces/districts for immediate attention.
  • Perform in-depth post campaign review at province/district/UC level after each SIAs and present to PEOC/DEOC/UC with key findings,interpretation and reccomendations for action to improve performance during next campaign.
  • Ensure the highest possible quality, adequacy, accuracy, integrity, and legitimacy of data (via regular data checks, cleaning, design of internal automatic data verification tools), effective operability and efficient use of all existing data sources.
  • Ensure digital databases and archives are protected from security breaches and data losses
  • Review ongoing data analysis / risk assessment in priority districts EOCs and support them in preparing analysis reports based on data trends and patterns
  • Participate in capacity building activities of the Data assistant /officers at different levels, including teaching, mentoring, and advising on data usage, analyses, triangulation, visualization, mapping, and interpretation.
  • Travel frequently to the identified low performing districts and UCs and high-risk areas to support the Supplementary Immunization Activities, AFP/VPD Surveillance System.
  • Undertake other relevant duties as directed by the Senior CDC advisor and Advanced Analytics Team Lead
  • Actively participate in the organizational biweekly call/visual meeting

Requirements:

  • Master’s in computer sciences, Biostatistics, Public health, Information Technology or Mathematics, Computer Programming or Related field.
  • At least 4-5 years of experience as a Data Manager, Data Programmer or Data Analyst.
  • At least 2 years of experience and high-level expertise in R, statistical software, tableau/power BI, GIS mapping or equivalent.
  • Al least 2 years of experience in following database entry programs:
  • Census and Survey Processing System (CSPro)
  • Microsoft Access/MySQL/Oracle
  • SQL
  • Open Data Kit (ODK)
  • RedCap
  • Strong attention to detail with an affinity to work with data encompassing data presentation / visualisation skills.
  •  Ability to balance assignment, prioritize, and meet deadline.
  • Good interpersonal skills and ability to work on a team.
  • Familiarity with geographic information software (GIS)
  • Familiarity with SAS, STATA, SPSS, or EPI info.
