Background

IRC Pakistan has a head count of approximately 550 staff spread across the country. With the recent enormous taxation changes approved by Govt. of Pakistan for fiscal year 24-25, we are expecting an adverse impact on the take home salaries of our staff.

In the past couple of years, we have taken measures like introducing COLA and inflationary relief to our staff, salary structure upward revisions and salary raises to help people manage the compounding impact of inflation, currency fluctuations and huge taxation. However, besides all these measures, effective 01 July 2024 the taxation impact is expected to hamper a decent take home salary of staff almost at all salary levels. In fact, COLA and inflationary allowances have resulted into further taxation hence proving not so helpful in the providing the ‘desired relief’ to our people.

We are committed to look for ways and options to ensure that our staff gets a decent take home salary and finds the intended value aligned with aims of IRC compensation philosophy.

Scope of work:

  • The primary objective of this exercise is to recommend solutions to reduce the impact of salary taxation for staff.

Expectations/ Key deliverables:

  • Review relevant policies and donor compliance requirements if any.
  • Work closely with Heads of Finance and HR to understand existing salaries and benefits regime for IRC Pakistan.  
  • Work exclusively on options and solutions to reduce salary taxation impact for staff through a legally compliant and transparent mechanism.  

Requirements for consultant:

  • Chartered Accountant and a certified tax expert
  • Should be well versed with staff compensation-related compliance laws and regulations. Knowledge of salary and benefits. Broad based expertise on HR compensation systems will be a plus.
  • The consultant should have done similar work preferably for industry and sector other than humanitarian.
  • The consultant should possess excellent analytical and communication skills

Focal point from IRC:  Deputy Director Finance and Head of People & Culture will be the focal points from Finance and HR for all queries and requirements from IRC.
