Background/IRC Summary:

The International Rescue Committee is a leading global relief and development organization, working in 42 countries worldwide. In Pakistan, the International Rescue Committee has delivered large, complex programs to meet needs of the most vulnerable, displace and conflict affected communities in numerous sectors: health, education, protection, and livelihoods for the past 30 years. The International Rescue Committee works in partnership with local government and non-governmental organizations and is currently implementing projects across the country.

Job Overview/Summary:

The District Manager will oversee the implementation of multisectoral Education and WASH activities, coordinating with team members and ensuring adherence to IRC quality standards. Reporting to the Project Manager, the District Manager will play a pivotal role in project planning, implementation, quality oversight, coordination, representation, and reporting.

Major Responsibilities:

Project Planning and Implementation:

• Manage the project cycle to ensure timely implementation of activities, including developing and reviewing annual work plans.

• Ensure progress towards planned outputs and results, addressing issues promptly, and implementing corrective actions.

• Manage in-service professional development activities in the district (that include face-to-face trainings, follow-ups and roll out of PTSMCs).

• Ensure administrative and logistic support required to implement program activities in the district.

• Lead district based staff in detailed weekly/monthly planning

• With tehcnial support of Engineer, PTSMCs, child Clubs, the District Manager will develop schools improvement plan and will make sure the quality aspects of all construction work.

• Coordinate with relevant stakeholders to maintain a robust monitoring and evaluation framework.

• Conduct in-service professional development activities and lead district-based staff in planning and field visits.

• Facilitate continuous quality assessment and improvement, documenting best practices and disseminating them.

Coordination and Representation:

• Develop and maintain effective working relationships with key partners and counterparts.

• Collaborate with stakeholders in the Education sector for knowledge sharing and standard implementation methods.

• Communicate significant concerns and suggested solutions to relevant stakeholders. • Coordinate IRC’s activities and across a wide range of actors including donors, host governments, UN, and NGO partners to ensure consistency of programming at the field level.

• Develop a Community Engagement Strategy for refugees and host populations in Chaman and Chaghi to foster social cohesion and organize events for enhancing social cohesion between refugee and host populations.

• • Must possess expertise in social-emotional learning, student and teacher well-being, and cross-cultural interactions.

Reporting:

• Provide support to field staff in delivering quality outcomes and obtaining key data from partners.

• Assist partners in producing high-quality progress reports and document reasons for underachievement of targets.

• Will be responsibel to report the project data in all provincial and district level cluster groups.

Job Requirement:

Master’s degree in Social Science preferrerbally in Education ( M.ed, B.ed).

Work Experience:

• Minimum 4-6 years of experience in I/NGO (2-3 years in INGO)/NGO in a similar position.

• Familiarity with INEE standards and working with government departments.

• Proficiency in Microsoft Office suite.

• Strong report writing, editing, training, and facilitation skills.

• Track record of supporting teams to meet project timelines and analyze data for course correction.

• Excellent communication, leadership, negotiation, and consensus-building skills.

• Ability to work with diverse teams, multitask, and manage competing priorities.

Language Skills:

Strong written and oral English; local language proficiency preferred.
