IRC works in partnership with local government and non-governmental organizations and currently works in the Khyber Pakhtunkhwa, Punjab, Baluchistan, and Sindh provinces.

Job Overview/Summary:

International Rescue Committee (IRC) is implementing a DEC phase II project in district Dera Ismail Khan to provide lifesaving assistance to flood-affected communities, especially vulnerable women, adolescents, and children in district DI Khan of Khyber Pakhtunkhwa province with the support of partner organization. Under this project IRC and partners will implement an integrated health, WASH and protection services alongside Livelihoods activities including Cash for Work (CFW). The interventions are in line with the respective sector response priorities, modalities, and interventions in the Pakistan Flood Response Plan. The International Rescue Committee (IRC) is seeking a dynamic and self-motivated individual for the position of MEAL Officer for this project. The MEAL Officer will report to MEAL Manager, Khyber Pakhtunkhwa.

Major Responsibilities:

  • Support MEAL Manger in establishing and make functional an action-oriented MEAL system for the project.
  • Help the program leads and partners in taking data-informed decisions based on monitoring data and findings.
  • Support the MEAL Manager to implement the MEAL plan and ensure real time analytics to guide the quality of the program and implementation.
  • Ensure that data is collected and entered data management system on a regular basis.
  • Validate data for completeness, correctness, consistency and follow up on any data quality issues.
  • Review and develop appropriate formats, data collection tools and systems for monitoring and evaluating programs, assuring quality, and managing data according to internal and international standards.
  • In collaboration with the MEAL Manager and program teams, carry out regular participatory project monitoring as well as activities according to agreed systems, procedures, and standards.
  • Extend needful support to program teams to track progress of the project activities in line with the agreed output and outcome level performance indicators and beneficiary numbers using standardized formats and systems, to establish/maintain data storage and dissemination systems.
  • Assist in the design, collection and analysis of data and information for assessments, surveys and evaluations as required by the MEAL unit and the program teams as per project requirements.
  • Conduct data quality assessments, Audits’ and support relevant teams in improved data management practices.
  • Will represent MEAL during program review meetings and other events to share M&E updates and/or making presentations if required.
  • Facilitate program team to develop and adopt quality standards for their program interventions and ensure the placement of these standards.
  • Ensure robust mechanism for process, output and joint outcome monitoring of project interventions.
  • Lead surveys and studies under the project to assess the relevance, effectiveness, efficiency, and impacts of interventions over the project life.

Job Requirements:

a) Education:

  • At least bachelor’s degree in social sciences, Economics, Statistics, Computer, or related field.
  • Preference will be given to candidates with their degree in Social Sciences, Education, and Economics.

b) Work Experience:

  • At least three-year experience in role of Monitoring Evaluation Accountability and Learning.
  • Proven skills in data analysis, interpretation and report writing.
  • Ability to manage a large and varied workload, work under pressure and meet deadlines.

c) Demonstrated Skills and Competencies:

  • Basic understanding of monitoring, evaluation.
  • Field Monitoring and field data collection skills
  • Data analysis, dashboarding, interpretation and analytical report writing skills.
  • Computer skills
  • Good communication and coordination skills

Language Skills: English, Urdu , Pashto
