IRC has been working in Pakistan for approximately 40 years, managing and delivering large, complex programs to meet the needs in health, education, safeguarding, environmental health and livelihoods for displaced, poor and disaster affected communities. IRC works in partnership with local government and non-governmental organizations and is currently working across the country.
Job Overview/Summary:
Under the supervision and guidance of Manager MIS, the MIS Officer will be responsible for the day-to-
day management of the program information, development of data entry forms, development of
database and create infographics against M&E log frame indicators and according to the requirement of
program components also coordinate and facilitate the MIS team of the partner organization.
The position will work with all relevant stakeholders of the respective program to ensure an effective,
efficient and functional MIS is in place, and overall data management and analysis of the program.
Major Responsibilities:
Management and supervision
Provide analyzed data relevant to decision-making responsibilities.
• Inform the managers about the areas of improvement to ensure quality implementation.
• Provide information for managers to monitor progress towards achieving the project goals/objectives and targets.
• To support planning and implementation teams with primary and secondary information, trends, and projections.
Data Analysis / Development:
• Develop process improvements for increased efficiency and cost-effectiveness.
• Ensure regular flow of monitoring and implementation of data from the field to country MEAL, analyzed and interpreted to help program management in making informed decisions.
Management / Supervision:
• Contributing to improving the efficiency of day-to-day operations by providing relevant and reliable information.
• Support planning, decision making, supervision and management.
• Ensures programs use the vital MIS and tools, to inform and improve each individual program, as well as feed into the broader country-level M&E system.
Coordination:
• Coordinate with project leads, create requirement analysis and developed requirement analysis plan.
• Keep close coordination with partner MIS team to ensure efficient and effective utilization of information.
• Conduct training on MIS team taking partner MIS team in the loop.
• Recommend and implement new technology solutions to improve productivity.

• Indirect Reporting: MEAL Coordinator/ Sr. MEAL Manager /Program Leads/Technical Leads

Job Requirements:
A. Education
• Masters or bachelor’s in computer sciences, Software Engineering, Information Technology,
Statistics or in any other relevant field.
B. Work experience
• 3-4 years of experience in data analysis, database development, specifically in the NGO sector experience is a plus. Proficient solid understanding and development expertise of MIS in dot net technologies, and SQL Server with a working knowledge of data collection tools like KOBO and visualization tools like Power BI.
• Experience in measuring the impact of emergency cash transfer programs.
C. Demonstrated Skills and Competencies:
• Strong analytic skills and high-level understanding of statistical data (e.g., statistical analysis, social science research, programme evaluation), ability to recognise, interpret and synthesize patterns in data.
• Ability to and experience of managing large data with limited oversight.
• Willingness to work under pressure and stressful situations without minimal direction and without compromising on deadlines or quality.
• Strongly resilient to unfavourable situations
• Working knowledge of statistical analysis tools and software such as NVIVIO, SPSS/STATA highly desirable
• Excellent computer skills and competency in Word, Excel and PowerPoint.
D. Language Skills:
• Good written and spoken English and Urdu skills; regional language skills will be a plus.
