The incumbent will be responsible for the implementation of the hard component of WASH & CPI’s programs, ensuring quality & quantity in construction work within the time frame as per organizational commitment.

KEY RESULT AREAS

Technical Level

  • Execution of WASH & CPI’s related construction activities as per humanitarian & engineering guidelines/set standards and business process/project documents.
  • Preparation of drawings, BoQs, and cost estimates of infrastructure schemes.
  • Conduct Technical feasibility for Construction activities at the field level.
  • Analyze construction materials according to drawings and specifications.
  • Quality assurance of construction work as per the agreement.

Operational Level

  • Development of work plans as per the business process.
  • Record management – Cost estimates, BoQs, drawings, construction plans, Measurement book, daily field visit reports, project documents, etc.
  • Coordination with beneficiaries/Community/COs/VOs.
  • Working knowledge of MS Word, Excel, PowerPoint, Outlook, ERP systems, AutoCAD.

KEY ACCOUNTABILITIES

Technical

  • Review project documents (construction drawings & specifications) as well as business process/DIP in detail to understand project mandates/deliverables relevant to your role.
  • Conduct technical feasibility/assessment (site identification, material, labor, transportation, supplies, etc.) of WASH & CPI’s activities before implementation to ensure sustainability, cost-effectiveness, and adherence to the agreed time frame of the project.
  • Assist in the preparation of drawings, BoQs & cost estimates of infrastructure schemes as per IR commitment & set standards.
  • Assist in analyzing construction materials e.g. elemental composition, dimensions & quality, etc., according to drawings & specifications.
  • Assist in conducting market surveys for proposed materials' availability, unit rates of materials/labor, and provide realistic estimates of the proposed activities of the WASH project.
  • Perform material sampling, at different intervals, for testing, quality checks, and work assurance with approved samples during implementation in the field.
  • Participate in the supplier selection process by evaluating the samples against specifications given in approved BOQs/estimates at the field level as needed.
  • Ensure the layouts, levels, and all activities at the site both pre- & post-construction to verify that construction work is being done according to drawings and specifications.
  • Analyze and prepare plans for material requisitions.
  • Monitor and support the development of understanding among skilled laborers, community activists, or beneficiary households regarding design, inclusiveness, DRR, and protection measures.
  • Timely report to the supervisor regarding any design issues at the earliest stage of the project with recommendations.

Operational

  • Prepare weekly/monthly work plans against PMT (performance measured time frame) to ensure timely completion of assigned tasks within the stipulated time period.
  • Coordinate with all stakeholders, especially community activists, COs, VOs, and beneficiary households for smooth project implementation.
  • Develop a contingency plan to deal with external factors affecting or potentially affecting field activities.
  • Maintain completion certificates for each communal or household activity, signed by beneficiaries, committee representatives, and relevant sub-engineers, and hand them over to the relevant department.
  • Arrange skilled and unskilled labor for construction execution.
  • Prepare MBs with the agreement of the vendor.
  • Maintain records (hard & soft) including, but not limited to, Cost estimates, BoQs, drawings, construction plans, Measurement book, daily field visit reports, material requisition, pictorial progress, & other documentation.
  • Prepare daily, weekly, monthly, and other progress reports for management’s information.
  • Ensure proper filling of forms & formats as per desired standards.
  • Support MEAL/MIS/Communications staff in gathering desired information.
  • Prepare info for MIS regularly in consultation with the Field Engineer/MIS/M&E.
  • Maintain close coordination with the line manager for effective implementation of project activities.

Organizational

  • Ensure compliance with IR’s policies & procedures in the true spirit for effective delivery of services to communities.
  • Possess an in-depth understanding of IR values and demonstrate them in the field while working with communities.
  • Abide by the IR zero tolerance policy towards bribery & corruption through sensitization/empowerment of communities on coping mechanisms so they can raise their voices as & when they feel something is inappropriate.
  • Thorough knowledge of IR strategic priorities to ensure effective implementation with future sustainability.
  • Assist in the identification & documentation of organizational successes for showcasing IR work.
  • Facilitate communities in adapting environment-friendly & cost-effective approaches to meet their current and future needs with specific attention to climate change.
  • Focus efforts on mainstreaming marginalized groups i.e. Persons with disabilities and the elderly, minorities, Women & children, etc., in consultation & implementation of project activities on the ground.
  • Participate in and facilitate the implementation of IR seasonal programs.
