Job Purpose:

The incumbent will be responsible for the quality implementation of Overall Emergency WASH interventions in line with IRP strategy within assigned area, ensuring effective service delivery and provision of technical assistance to communities and team in WASH-related matters.

Technical

Level

  • Planning and implementation of Emergency WASH interventions as per business process / project documents at the field level
  • Lead on technical feasibilities (Installation, site selection, preparation of drawings, specifications & BOQs) as per Humanitarian & engineering standards
  • Ensure Quality and quantity assurance on WASH construction/implementation sites
  • Prepare basic technical information during proposal development at field level
  • Capacity building of communities & subordinates on technical grounds
  • Performance management of subordinates where applicable

KEY ACCOUNTABILITIES

The following are the main responsibilities that the role holder will be accountable for:

Technical (Elaborate the technical key results areas in detail).

  • Provide sectorial leadership and technical support to needs identification and analysis to ensure activity plans and budgets.
  • Assess country specific resources and capacities for program implementation.
  • Implement and maintain prescribed reporting systems to monitor and evaluate the objectives, indicators and outcomes of the projects
  • Formulate the aims and objectives of the program through development of a clear strategy for senior Management.
  • Design an appropriate response to the country and community specific needs, the current levels of WASH capacity and the overlapping of WASH and other IMC sectors.
  • Select and design appropriate technologies for water systems in the given context, including source selection, abstraction, storage, treatment and distribution for new as well as rehabilitation of old Water systems.
  • Select and design appropriate form of sanitation system considering local conditions, resources, customs and cultural norms.
  • Select and design suitable hygiene promotion program that suits the local context and is widely accepted.
  • Ensure and advocate the cross-cutting areas such as; gender, protection, DRR and sustainability within all programs. As well as the integration of key sectors such as health and nutrition.
  • Support further development of WASH interventions through the use of project conceptualization, SWOT analysis and Stakeholder mapping
  • Ensure standards are considered throughout program and are well documented.
  • Develop mandatory paperwork.
  • Coordinate WASH program in an efficient manner, consulting and coordinating the Islamic Relief staff and other agencies.
  • Coordinate with HR team for the of recruitment essential work force.
  • Enhance team capacity to respond to the emergency and development phases.
  • Ensure gender responsiveness throughout the project cycle, with equal involvement in decision making throughout the program.
  • Develop appropriate system for supervision, monitoring and evaluation.
  • Oversee the support functions i.e., logistics and finance for supplies and activities planning.
  • Provide regular updates to the team.
  • Oversee the work plans, vacation schedules, staff training, progress and appraisals.
  • Represent Islamic Relief to external stakeholders.
  • Showcase the work of Islamic Relief to stakeholders to explore future funding opportunities.

Operational

  • Designing integrated work plans in collaboration with teams from other departments/thematic areas.
  • Coordinate with internal (APM, HRC, other sector leads at area level) & external (Clusters, contractors, public health department, other organization’s representatives working in project areas, community activists, COs, VOs and beneficiary households) stakeholders  related to WASH/CPIs and other matters of mutual interest.
  • In place contingency plan to deal with external factors affecting or may affect the field activities
  • Ensure availability of completion certificate for each communal or household activity is in hand and signed by beneficiaries, committee representative and relevant sub engineer and also handing over to relevant department
  • Ensure preparation & record management of Measurement Books with agreement of vendor
  • Maintenance of record (hard & soft) that includes but not limited to Cost estimates , BoQs, drawings, construction plans, Measurement book, daily field visit reports, material requisition, pictorial progress & other documentation.
  • Preparation of daily, weekly, monthly and other progress reports for management’s info.
  • Ensure proper filling of forms & formats as per desired standard
  • Extend support to MEAL / MIS / Communications staff for gathering desired information.
  • Ensure availability of up to date info in MIS on regular basis with consultation of MIS / M&E.
  • Close coordination with line manager for effective implementation of project activities.

Organizational

  • Ensure compliance with IR’s policies & procedures in true spirit for effective delivery of services to communities.
  • In depth understanding of IR values and their demonstration in the field while working with communities.
  • Abide by the IR zero tolerance policy towards bribery & corruption through sensitization / empowerment of communities on coping mechanism so that they can raise voice as & when feel inappropriate.
  • Thorough knowledge of IR strategic priorities to ensure effective implementation with future sustainability.
  • Assist in identification & documentation of organizational successes for show casing IR work
  • Facilitate communities in adaptation of environment-friendly & cost effective approaches to meet their current as well as future needs with specific attention to climate change.
  • Focused efforts to be made for mainstreaming of marginalized groups i.e. Persons with disability and old age, minorities, Women & children etc in consultation & implementation of project activities at ground.
  • Strengthen mechanism to Influence the decision makers through communities to pay attention towards DRR planning, give voice to suffering and the excluded, highlight the protection needs of people.
  • Participation and facilitation in the implementation of IR seasonal programmes.

PERSON SPECIFICATION

It is essential that the post holder shows a good understanding and sympathy with Islamic values and principles as well as commitment to Islamic Relief Worldwide vision, mission and core values.

Qualification:

  •  Minimum of Bachelor’s degree in Water and Sanitation Engineering / Civil Engineering / Public Health or relevant technical specialization.

Experience:

  • 07-09 years of work experience in designing and implementing, maintenance of water and sanitation systems, hygiene promotion in IDPs, refugee or migrant contexts, Flood affected communities, and programs, including 03 years in a humanitarian setting; or equivalent combination of education and experience.

7 years with Master's degree and/or 9 years with Bachelor's degree

Computer Skills:

MS Office, Outlook, ERP systems familiarity, AutoCAD

Language:

Urdu, Sindhi and English

  • Strong emotional intelligence and resilience, and able to maintain self-control in difficult situations.
  • Able to work under extreme conditions in field areas.
  • Good communication skills in local as well as English / Urdu language which delivers information with clarity in a wide range of situations.
