Role of position in the organization:

This is a strategic role specifically looking after the Programme Quality (PQ) function at the Country Programme (CP) level. The Manager Partnerships and Programme Quality will be responsible for leading partnerships, programme planning, monitoring, evaluation, reporting and programme performance reflections processes to ensure high quality programming as per programme quality standards of WaterAid.

Reporting line: This is a regular CP position and will report to the Head of Programme strategy & Policy.

Key working relationships:

Internal: Country Director (CD), Senior Management Team (SMT) and programme staff of WaterAid Pakistan and relevant colleagues in WA South Asia Region and UK teams.

External: Partners, consultants, auditors, sector stakeholders and other NGOs.

Job Purpose:

The purpose of the job is to lead the partnership portfolio of WaterAid Pakistan along with planning, M&E and reporting related functions as per WAP’s partnership framework, programme quality standards and the PMER Core procedures. The position will lead in assessing new partnerships in close coordination with the thematic specialists and programme teams along with ensuring effective implementation of Planning, Monitoring, Evaluation and Reporting (PMER) Core Procedures.  The overall objective of the role is to develop a strong culture and practice of transparency and accountability for achieving high quality programme results.

1.    Planning, Monitoring, Evaluation and Reporting

1.1         Review and update monitoring and evaluation system for enhancing programme quality as per the laid-out standards.

1.2         Undertake regular monitoring of the projects/programmes according to the M&E system and ensure sharing of evidence-based M&E reports with wider teams

1.3         Oversee the updating of Project Centre by project and programme teams as per the pre-defined procedures and timeframe to ensure that the database reflects the CP progress and performance effectively. 

1.4         Design and execute post implementation monitoring studies (PIMS) to assess functionality and effectiveness of WA interventions in retrospective terms

1.5         Ensure implementation of an effective ‘community feedback mechanism’ for documenting and addressing community feedback on WA’s work

1.6         Regularly maintain an online dashboard-based monitoring of programme progress as a snapshot of the ongoing work for programme team to take quick actions wherever required

1.7         Lead on developing ToRs and managing baselines, midterm reviews and end-line evaluations for various projects as per donor requirements.

1.8         Lead periodic programme performance reflections (PPRs) in collaboration with programme teams as per PMER core procedures.

1.9         Lead in the planning and reporting processes such as Country Programme Strategy, Country Programme Business Plan (CPBP) in accordance with the guidelines of PMER Core Procedures

1.10      Lead in developing milestone based annual plans, six monthly report and annual report effectively collaborating with wider programme team

1.11      Review programme and project plans for improving their quality and being aligned with WA quality standards and WAP CP Strategy.

1.12      Facilitate programme teams to promote strategic thinking in the areas of programme development and effectiveness in accordance with the strategic cycle of PMER.

1.13      Contribute to developing stronger collaboration (country, regional and global) with other WaterAid stakeholders regarding Programme Quality.

1.14      Any other relevant duties assigned by the Line Manager.

2.    Partnerships and donor compliances

2.1         Play lead role in the identification, due diligence, and selection of implementing partners as per the Partnership Framework for the country programme in coordination with programme teams.

2.2         Maintain database of potential organisations working on relevant themes and in various geographical areas of the country for any future partnerships.

2.3         Facilitate programme, finance and business development colleagues in addressing specific donor compliances in all aspects of partnerships and programme quality.

3.   People Management and Personal Development

3.1         Supervise team by timely setting clear and SMART objectives, having regular one-on-one meetings and midterm and annual performance reviews.

3.2         Playing a proactive role in managing the team using various people management guidelines and tools.

3.3         Proactively taking charge of the personal and professional development of self and the team according to WA’s global guidelines on people and organisational development.

3.4         Maintain a fair work life balance for self and the team.

Education (Essential)

Qualification

  1. Post-graduate / Masters’ degree in, development studies and/ or social sciences from a reputed university.

Desirable

  1. Advanced degree/diploma in Planning, Monitoring and Evaluation and Research.
  2. Demonstrated knowledge on WASH sector issues in Pakistan and the mechanisms to address quality of WASH interventions vis-a-vis SDG 6 standards.

Professional Experience

  1. Minimum 10 years of experience in the field of programme quality including (but not limited to) planning, monitoring, evaluation, and reporting processes.
  2. At least 05 years of experience in senior management position.

Desirable

  • Experience in monitoring, evaluation and reporting of WASH related programmes / projects .

Knowledge & skills

  1. Excellent grasp on the use of Theory of Change (ToC), LFA and other contemporary planning tools.
  2. Practical knowledge of participatory monitoring and evaluation techniques
  3. Experience of developing M&E systems with use of IT and managing efficient databases
  4. High quality written/ verbal communication skills including exceptional report writing skills
  5. Self-motivated person able to work without close supervision
  6. Able to work effectively in a diverse team environment
  7. Good analytical skills and stable/calm demeanour.
