General Position Summary:

MEL Officer is responsible for coordinating with the project team for the monitoring of the project activities and constantly improving the MEL functions, as well as facilitating the project team in working on the findings identified in the action tracker and mutually agreed with the Project Manager and the team. MEL Officer will provide assistance at field level to the centralized MEL department in the proper functioning of online system development for the project. She is responsible for conducting surveys and assessments and support the Sr. MEL Officer in the reporting. The MEL Officer will work closely with Sr. MEL Officer/Project Manager for information sharing, reporting gaps and information sharing amongst project team and donors to support quality programming and external representation.

Essential Job Functions:

  • Develop an indicator plan comprised of key performance indicators at impact, outcome, output, and input levels.
  • Prepare detailed methodology for indicator plan and collection tool
  • Conduct a baseline assessment, using the I’m Here approach, to identify the most vulnerable out-of-school boys, girls, and adolescents
  • Collect and scan the MOVs on monthly basis from all the project components to share with the Sr. MEL Officer and updating the TOLA
  • Ensure data punching in TOLA (an indicator tracking online database) against indicators.
  • Monitor project components implementation ALP, Formal Education, LEC Meetings, Protection Sessions, Religious Leaders Sessions, Vocational Training, CMW Training, and Cash Grants.
  • Support the Sr. MEL Officer to develop monitoring checklists and assessment tools for baseline and end line and develop TORs for specific project studies, baseline, impact, and end of the project evaluations.
  • Train project team on data collection methods and enable team capacity.
  • Conduct monitoring visits in public schools in District Quetta and Pishin to assess educational activities implementation according to the work plan.
  • Conduct monitoring visits in ALP centers to assess the non-formal educational activities implementation according to the work plan.
  • Conduct monitoring visits in vocational training institute to assess the livelihood training activities implementation according to the work plan.
  • Conduct monitoring visits in midwifery training institute to assess the CMW training activities implementation according to the work plan.
  • Monitor protection awareness among students and protection focal persons.
  • Monitor referral mechanism of protection cases by facilitating Protection Officer.
  • Ensure project team has prepared project files according to minimum standards and validate project files and data are aligned.
  • Identify gaps, challenges and issues and share with Project Manager for incorporating and taking necessary action.
  • Monitor Key Performance Indicators and track project indicators progress for reporting.
  • Act as a point of contact for all MEL initiatives, including program baselines, impact assessments, designing templates through ensuring close coordination with Project Manager and MEL Manager.
  • Work closely with the project implementation team, Data Management Officer at Quetta level and MEL team at Islamabad level (MEL Manager) to ensure high quality reports.
  • Responsible for collecting and assessing the required documents for system development of   program/project.
  • She will play a vital role in the proper functioning of MEL information system.
  • Responsible to ensure that M&E results are used to improve the quality of existing program interventions
  • Provide feedback to partners, communities, and pilot Complaint Accountability Response Mechanism.
  • Responsible to develop monthly MEL plan
  • Assist all programs/project in designing data collection and management tools and systems.
  • Provide assistance to all programs/project team in the analyses of specific project data and provide regular feedback on the data authenticity.
  • Support the Sr. MEL Officer in designing project specific monitoring tools/plans and will ensure timely reporting as required for head quarter and government departments through following guidelines and procedures.
  • Review monitoring reports, and to identify the causes of potential bottlenecks in project implementation.
  • Responsible for collecting data on the given formats for various reports required to be submitted to HO, HQ and government departments for the project.
  • Design and conduct training modules for capacity building of project based focal point.
  • Train focal points on conducting various studies, surveys etc.
  • Supervise all studies, assessment, and surveys in the field with the help of MEL team in Islamabad.
  • Conduct the Post Distribution Monitoring (PDM) surveys each quarter to assess the cash and in-kind distribution processes.
  • Responsible to keep MEL related documents of the project.
  • Responsible to document various success stories and case studies for the project
  • Follow all SOPs on Safety and Security while conducting the activities in the assigned areas of catchment of Population (Training institutes, CMW workstations/ community/ office)
  • Attend all refresher training sessions and meetings with other members of the project as required.
  • Conduct him/herself professionally and personally in such a manner to bring credit to organization and in no way jeopardize its humanitarian efforts.
  • Other relevant duties as assigned.

Community, Accountability and Feedback Mechanism:

  • Support Sr. MEL Officer to ensure implementation of all CARM related activities including training of organization and Partner staff, identifying community sensitization activities based on project nature, ensure that the community is aware of the CARM mechanism in flood response in Quetta.
  • Ensure that all feedback received at the field level (through available channels such as suggestion box, face to face feedback etc) is shared with the Country CARM focal point as per agreed guidelines

WORKS DIRECTLY WITH: Program Team, MEL Manager
