Job Purpose: This project is based on Scaling-up Extreme Poverty Graduation and Climate Change Resilience in Disaster Vulnerable Communities.

The incumbent will be responsible for capacity building of community mobilizers to implement the social mobilization component/programs in line with organization’s strategy.

The CDO will support Organization’s Livelihoods teams in the identification, planning and implementation of project activities. Arrange meetings with the communities regarding project interventions, record case studies and facilitate field missions. The CDO will be responsible to support SMO in the development of effective mobilization strategies and innovative approaches. The candidate will be responsible for coordination with community, local stakeholders, line departments, SMUI and project lead.

Scope of the Role:

  • Support and conduct targeted assessments and surveys on a timely basis.
  • Implementation of the prepared plan accordingly on-time reporting of the overall activities being undertaken at the field level.
  • Coordinate Logistics and transportation activities for distribution (of the Food/Non-food Items (FIs/NFIs) to the site.
  • Identifying any gaps or shortcomings in the assessments/ distribution at the field level.
  • Extend support to organization’s Seasonal Programme activities

Key Accountabilities:

  • The job holder is accountable for fulfilling his / her roles and responsibilities in line with Islamic values and principles of fairness, humanity, honesty, respect and fair treatment of his/her colleagues and team members
  • Community development officer will facilitate  the overall social mobilization activities at the field level as well as provide support/Capacitate community mobilizers in the implementation of project activities
  • To conduct initial contacts/broad-based community meetings (BBCM) / stakeholders workshop at the community level for the introduction of the project in the targeted village
  • To ensure Formation /reactivation/strengthening of community organizations (COs/VOs/ and DMCs and subcommittees in the project area as per need as well as provide guidance and facilitation in their registrations with social welfare departments or Soil Conservation Departments to capacitate them toward community-driven development programs.
  • To facilitate the formation of community-based Self-help groups and apex bodies comprising of selected families.
  • Capacity building of the community organization through orientation and in-house training. (CMST, LMST) etc.
  • To facilitate in conducting needs assessment/baseline/surveys for data collection in the defined project areas.
  • To provide active support in the development of value chains, business models and cooperatives among target communities.
  • To facilitate technical team in the training of targeted communities’ village-based Disaster Management Committees (DMCs) and poor families Self-Help Groups (SHGs) on DRR and CCA as well as extend support to conduct Knowledge, Attitude and Practices (KAP)   survey in the targeted communities to increase their knowledge on the mainstreaming of DRR and adaptation of climate actions.
  • To provide support to technical staff to develop Village Council and UC level Disaster Management Plans (DMP) of the DMCs/SHG, youth groups, and local bodies representatives in targeted areas.
  • To facilitate awareness and campaign sessions at community level on DRR and CCA issues
  • To ensure Assist in identification & prioritization of most vulnerable / marginalized villages through PRA tools
  • To ensure formation, revitalization, and strengthening of village/community development committees/organizations by ensuring the inclusion of all segments of society on a sustainable basis.
  • To ensure Identification and prioritization of the most pressing needs of the communities through PRA tools (issues prioritize).
  • To form community organization (CO)/WASH Committees and subcommittees in the project area as needed.
  • To inculcate sound knowledge of community-based implementation approaches.
  • To ensure Beneficiaries Selection Procedure and understand the criteria.
  • To inform the beneficiaries of distribution.
  • To fill all the relevant documents at the distribution.
  • To develop strategies to resolve conflict among the target community through effective dialogues.
  • To identification of beneficiaries for multiple project interventions i.e. Food for work/cash for work
  • To assist Livelihood officer in the identification of in-kind/Cash grants support to extremely vulnerable individuals.
  • To conduct orientation sessions with community organizations on Safeguarding and its complaint mechanism, and awareness-raising of protection risks and available services.
  • To resolve conflict among the target community through effective dialogues.
  • Proper record keeping of project activities at the community and office level both in soft & hard form.
  • To develop case studies to reflect project impacts.
  • To ensure preparation of daily, weekly, and monthly work plans.
  • To ensure the timely submission of technical and activities reports.
  • To ensure small tasks are designed and plan on need basis.
  • To perform related duties and responsibilities as required.
  • To perform any task assigned by supervisor as and when required.

Operational

  • To assist in the preparation of weekly / monthly work plans against PMT (performance-measured time frame) by ensuring timely completion of assigned tasks in stipulated time period.
  • To assist in the maintenance of hard records that include field visits reports, CO meeting minutes, beneficiary data, assessment record, distribution record & other documentation.
  • To assist in ensuring appropriate beneficiary data collection & screening prior to making any transaction
  • To assist in ensuring proper filling of forms & formats as per desired standard
  • To assist in extending support to MEAL / MIS / Communications staff for gathering desired information.
  • Ensure availability of up to date info in MIS on regular basis with the consultation of MIS / M&E.
  • Close coordination with line manager for effective implementation of project activities.

Person Specification

It is essential that the post holder shows a good understanding and sympathy with the organizational values & principles, vision and mission as well as commitment to its SEAH (sexual exploitation abuse and harassment) protocols. We have zero tolerance policy towards SEAH and doesn’t support any action that promotes or encourage SEAH.

Qualification:

  • Master's Degree in social sciences, preferably Sociology, Anthropology, Social Work, Development Studies, Economics and Gender Studies.
  • Organizational and coordination skills.
  • Ability to create, compose, edit the field record.
  • Interpersonal and communication skills and the ability to work effectively with a wide range of people in a multicultural community.
  • Knowledge of community-based implementation approaches in the development sector.
  • Knowledge of Social Mobilization principles and procedures.
  • Ability to gather data, compile information, and prepare reports.
  • Ability to develop and maintain recordkeeping systems and procedures

Experience:

  • The candidate must have a minimum of Six months experience with Master's or Bachelor's degree

Computer Skills:

  • Good knowledge of MS Office such as MS word, MS excel, MS PowerPoint and knowledge of ERP systems will be an asset.
  • Command on use of internet and emails

Language: 

  • Urdu, English and local languages
