PROJECT OVERVIEW

The Project aims to enhance immunization activities in high-risk union councils of selected districts through community engagement and strengthened service delivery, including primary healthcare and the Expanded Program on Immunization (EPI). The project focuses on deploying mobile health units, identifying zero-dose and defaulter children to improve vaccine coverage and reduce vaccine-preventable diseases in areas with low immunization rates. Collaborating with key stakeholders such as the EPI Program, health departments, Civil Society Organizations (CSOs), Community-Based Organizations (CBOs), and local communities, the initiative emphasizes raising awareness, ensuring equitable vaccine delivery, and addressing immunization gaps to achieve sustainable health outcomes.

POSITION OVERVIEW

Under the direct supervision of MEAL Lead or MEAL HOD, MEAL (Monitoring, Evaluation, Accountability, and Learning ) Coordinator, is responsible for designing, implementing, and overseeing organization MEAL system to track the effectiveness of a project or program, ensuring accountability through data collection, analysis, and reporting, while also incorporating lessons learned to improve future initiatives; essentially acting as the primary point person for monitoring and evaluating the impact of a program across various aspects.

  • Develop and/or maintain MEAL standards, procedures and strategic priorities for improvement of the MEAL system in line with the MEAL policies and priorities
  •   Develop tools for quantitative and qualitative data collection, oversee the initial stages of data collection, supervise data validity and quality of analysis.
  •  Build capacity of MEAL and CBOs staff, facilitate capacity building and focus on strengthening internal coordination and robust information management program
  •   Promote programmatic learning to improve the quality of programs in the area.
  •  Build and maintain accountability mechanisms, knowledge sharing and organizational learning at the Country Programme.

RESPONSIBILITIES

DESCRIPTION

1.       Management and Coordination of MEAL systems, tools and procedures

  • Ensure the implementation country MEAL strategy and reporting mechanism
  • Support and establish system for collecting ongoing programme data, and coordinate data analysis
  • Support EPI and SBCC officers to understand MEAL system and become familiar with MEAL requirements for their project.
  •  Ensure MEAL systems are harmonized throughout project sites from data collection to database.
  •   Train MEAL and Project staff on MEAL/Data tools, data collection and analysis and basic surveying and sampling techniques.
  •  Line-manage the MEAL/Data staff and any additional temporary or surge capacity MEL staff, including recruitment, day-to-day management, development and training, appraisals, etc.
  •   Ensure line managed staff receive supervision, mentoring and training to develop their personal and professional skills, knowledge and understanding.
  •  Attend relevant external coordination with Department of health, EPI, MEAL Working groups and other relevant stakeholders and feedback information, as applicable, to appropriate managers and staff.
  • Supports project teams in developing quality standards for all key program interventions to strengthen the compliance and quality aspects. Prepares or adapts monitoring tools for key activities in collaboration with country MEAL Head/Team lead.

2.       Building and maintaining accountability mechanisms, knowledge sharing and organizational learning

  • Promotes and strengthens the understanding of the importance of MEAL within the organization
  • Provides technical support in operating accountability mechanisms and its promotion/visibility amongst the project participants, especially the Community Feedback and Response Mechanism (FCRM) to ensure accessibility by beneficiaries and stakeholders.
  • Oversees the receiving of complaints and feedback via the established channels, the recording of complaints in the complaints log, and ensures that complaints are handled confidentially and in line with the defined timeline
  • Ensures that complainants receive timely feedback about the status of their complaint. Refers to investigations or follow-up monitoring related to complaints based on Country Managements Decision
  • Provides technical support to engage external consultants for MEAL activities, including engaging in ToR preparation, selection of consultants, review of activity design and data collection methodology, data quality assurance, data analysis, involvement of stakeholders and dissemination plan.

3.       Quality Assurance of Data Management & Reporting

  • Develop MEAL Framework and Indicators Tracking Table-ITT for all Health projects in the region and frequent follow ups with team to regularly update.
  • Ensures the unified database of program outputs is maintained. Implements electronic, mobile data collection systems in MEAL processes.
  • Conducts data and feedback analysis, secondary sources overview when adequate and prepares adequate reports. Helps design and review data collection/tracking tools/formats/databases to ensure data quality, reliability and consistency throughout project implementation.
  • Ensure archival of MEAL documents for audits, with enlist MoVs for all active projects

4.       Establishing appropriate MEAL structures, building MEAL team capacities and maintaining adequate division of roles between MEAL and other staff

  • Manages and supervises MEAL team to ensure they deliver on all internal and external MEAL requirements in a timely manner and with high quality information.
  • Reviews existing structure dedicated to MEAL; sets objectives for the employees; assesses the workload and performance of MEAL employees.
  • Facilitates recruitment of staff dedicated for MEAL processes. Updates job description of MEAL staff and in cooperation and support of Country MEAL Head and Emergency Response Coordinator to ensures division of roles between MEAL personnel and other staff.
  • Identifies MEAL capacity development needs of Partners staff, and provides tailor-made, practical trainings to project staff based on capacity needs assessment. Ensure that all MEAL unit, project team members and implementing partners’ staff understand and know how to use MEAL tools. Train MEAL unit, related project team members and implementing partners in assessment methodologies and tools
  • Ensures that appropriate resource is available for activities and personnel related to the functions of MEAL department, including by preparing the MEAL budget section of all new proposals;
