The Senior Coordinator Finance and Sub Awards will be responsible for building the capacity of Mercy Corps and its partners to meet the compliance requirements of donor and MC policies and procedures. It is expected that s/he will spend eighty percent of his/her time in the field offices of Mercy Corps and partner organizations. The position will identify area of institutional development needs in collaboration with the finance, administration and program department. 

Essential Job Responsibilities

·       Review the financial documents both in MC main office and field offices and make sure that the financial documentation meets the standard requirements of MC.

·       Visit the field offices (sub offices and district offices) regularly and make sure that Mercy Corps financial and compliance procedures are followed.

·       Report all the procedures and systems weakness to his/her supervisor and recommended actions for improvement of the weakness.

·       Prepare guidelines and train both main office and field office staff about MC and donor policies and procedures.

·       Visit sub grantees to review financial compliance procedures, conduct trainings and recommend improvements.

·       Reconcile financial reports with program activity reports for MC field offices and partner organizations in collaboration with program staff.

·       Report any misappropriation of any financial resources to the MC Pakistan management through his/her supervisor.

·       Prepare summary of his/her report reflecting the highlights of his/her visit along with recommended actions for any weakness.

·       Coordinate with the internal and external auditors.

·       Ensure effective implementation of the project activities in general and Subawards activities in specific.

·       Provide maximum Support and oversight for grants and compliance functions, maintain close coordination with all the partners’ focal persons and senior management’s personnel to have a smooth grants and compliance management.

·       Establish and maintain constructive and positive professional relationship with all SRs for better financial processes and grants management.

·       Review SRs expenditure reports and advise SRs as necessary to encourage professional, timely, and accurate reporting.

·       Conduct the financial monitoring reviews visits of all SRs as scheduled and prepare recommendations for the purposes of assessing SR’s potential to meet agreement terms and strengthening staff skills in financial management, reporting and administration to a good degree.

·       Answer as much as possible the SR’s questions regarding the sub-awards finance technicalities in the initial stage, implementation and final stages.

·       Collect relevant data, progress and financial reports monthly to support the Grants & Compliance unit with managing and monitoring sub-grants by complying and maintaining grant files.

·        Ensure data quality, accuracy and work with partners on improvements if necessary.

·       Review Pre-Award Assessment documents, proposal, work plan and financial reports of SRs.

·       Coordinate with partners to develop a plan for financial monitoring visits to make sure that Mercy Corps/donor financial and compliance procedures are followed. 

·       Develop Plan for visits of partners for the quarter and onwards with team to review the documentations and collecting/gathering all the related information from concerned Partners, as per standard practice.

·       Participate in budgeting of new grants i.e Concept Note, detailed Budget, Modification, Extension and modifications of existing SRs Subawards for Global fund.

·       Work closely with team to finalize the auditor observations and prepare draft for response of Management Letter. Review draft audit reports and provide facilitation in finalizing the audit reports.

·       Update and reconciled inventory list as year-end package for Mercy Corps and SRs. Any other business. 

 ·       Any other task assigned.

Knowledge and Experience

·       CA/ ACCA/ICMA/CPA (at a minimum Partly Qualified), MBA or equivalent in accounting or finance is required.

·       At least 5 years of progressive financial management experience is required. Of which, at least 4 years of experience in grants management as well as an understanding of donor regulations is required. (USAID, EC, The Global Fund)

·       Experience working with sub grants and contract management is required.

·       Demonstrated experience and skill with budget preparation and analysis, financial reporting preparation and presentation and the proven ability to translate technical financial data into informative reports. 

·       Strong accounting skills and experience, including management of the general ledger, journal entries, payroll, payables and balance sheet.

·       Advanced computer skills in MS Office programs, particularly Excel.

·       Prior management experience and strong organizational skills.

·       Excellent oral and written English skills are required.

·       Urdu language skills and prior experience in Pakistan or South Asia
