General Position Summary

Senior Program Officer (SPO)-Parastatal will be responsible to work closely with Enhanced Case Finding (ECF) Coordinator for the implementation of the ECF activities in parastatal hospitals. S/he will be responsible for close coordination with respective Sub-Recipients to ensure timely on-boarding of these hospitals according to the guidelines. S/he will ensure timely collection and consolidation of the progress reports from the onboard parastatal hospitals. SPO Parastatal will be responsible for high quality review of SR’s monitoring reports of the parastatal hospital.

S/he will assist ECF Coordinator in developing action plans of the SRs and following up with them for their implementation. S/he will support the ECF Coordinator to strengthen the capacity of the program team and of SRs to implement ECF in the parastatal hospitals as per the operational and technical guidelines. S/he will work closely with assigned SRs to identify challenges in implementation through monthly progress review meetings with SRs, and address them in coordination with ECF Coordinator. S/he will provide any operational and logistics support to SRs, as and when required. SPO will also conduct periodic field visits to understand the key implementation challenges and support ECF Coordinator in devising/updating strategies accordingly.

Essential Job Responsibilities

  • Data collection of Parastatal Organizations and their functional Health facilities in the country
  • Assessment of the parastatal hospitals and identification of potential hospitals to be taken onboard as per targets of the grant.
  • Assist the Coordinator-ECF in coordinating with Parastatal Organizations, National & Provincial TB Control Program for partnership for TB control activities.
  • Development of MoUs, implementation & Technical Guidelines for parastatal guidelines
  • Ensure close coordination with assigned SRs in all programs related matters related to parastatal component of ECF intervention.
  • A thorough review of monthly progress reports, field monitoring reports of SRs management, M&E team of PR unit, identification of the gaps, Challenges communicate these with the coordinator-ECF, sharing feedback with the concerned SRs and follow up for rectification. Support SRs in developing action plans and closely follow-up with them to ensure all issues are timely addressed. Identify areas where SRs need support and address them accordingly.
  • Support in conduction of capacity-building sessions for SRs including their field teams on operational and technical guidelines to be implemented in these hospitals. Ensure that these sessions are well designed and provide clear understanding of the guidelines to the SRs. Conduct similar sessions with Mercy Corps’ TB Program team in consultation with ECF Coordinator.
  • Conduct monthly on-line/in person progress review meetings with assigned SRs to review monthly progress of parastatal hospitals, identify challenges and decide way forward to address the challenges timely. Conduct these meetings with the support of data management team for a deep dive review of all indicators.
  • Conduct periodic field visits to the parastatal hospitals. As part of field visit preparation, conduct desk review of the available data as well as of field visit reports, identify hospitals accordingly. Ensure in-depth analysis of each related indicator during the visit, pay special focus on the quality of implementation. Identity key achievements and challenges and share findings and key recommendations with field teams during a de-brief at the end of field visit. Ensure to submit field visit report within 7 days of the visit to ECF Coordinator, followed by sharing the final report with respective SRs.
  • Support in developing technical documents, guidelines and presentations for ECF related internal and/or external meetings.
  • Coordination and follow-up with assigned SRs on emerging matters related to ECF specially onboarding of new parastatal hospitals and their trainings 
  • Develop R&R tools demands of the ECF component and dissemination plan for assigned SRs 
  • Work closely with assigned SRs to implement the strategy to improve the bac positivity in their respective parastatal hospitals.
  • Conduct regular analysis of bac positivity in coordination with data management team and share with assigned SRs.
  • Participate in quarterly review meetings in parastatal hospitals, randomly
  • Participation in important meetings like budgeting and new program initiatives related to ECFetc. 
  • Facilitate management of ECF related meetings and events in close coordination with ECF Coordinator and Senior Program Manager

Works Directly With: ECF and PPM teams, Data Management team, MEL team, PR Unit  

Knowledge and Experience:

Master’s degree in relevant field preferably in medical-related education/public health/project Management. [with a minimum of 5 years’ experience of working in the development sector preferably in Global Grant. Excellent data analysis, writing and coordination skills required. Working with statistical tools will be an added advantage. Proficiency in written and spoken English. Experience in donor reporting is required.
