Assignment Background
Pakistan has a diverse landscape spread over nine major ecological zones. This increases Pakistan’s vulnerability to floods, cyclones, and drought, additionally incidents of terrorism are priority hazards in terms of frequency and their impact upon human lives, livelihoods, and infrastructure. Moreover, climate change leads to an increase in the frequency and intensity of hydro meteorological hazards while earthquakes have a comparatively longer cycle, and have a huge impact on human lives, infrastructure, housing, livelihoods.
Between June and August 2022, torrential rains and a combination of riverine, urban, and flash flooding led to an unprecedented disaster in Pakistan. According to the National Disaster Management Authority (NDMA), around 33 million people—that is, one in seven— have been affected by the floods, including nearly 8 million displaced. The floods have taken the lives of more than 1,700 people, one-third of which were children. Rain-induced floods, accelerated glacial melt, and resulting landslides devastated millions of homes and key infrastructure, submerging entire villages and destroying livelihoods.
2 The floods 2022, destroyed 806,387 houses, and damaged around 2.12 million houses, 1.2 million livestock got killed, 22,000 schools got destroyed, 43 bridges were washed away, 13,115 km of road got destroyed. Moreover 8.3 million acres of crops were washed away, and tragically around 75,000 women delivered children under open sky. Floods in Sindh killed 799 people and injured 8,422. 10 million people have been displaced in Sindh and 57,496 houses were severely damaged or completely destroyed, mostly in the Hyderabad Division, and 830 cattle were killed. 6,200 km 2 (1,540,000 acres) of farmland swept away by the floods. During the floods, Lake Manchar overflowed, and in September 2022 efforts were made to assist its drainage. In the Dadu District, floodwater reportedly submerged 300 villages. Sindh received 726% more rain in July and August 2022 than the average rain in these months for past five years.
Loss and Damage
The total damage is estimated at PKR 3.2 trillion (US$14.9 billion), total loss at PKR 3.3 trillion (US$15.2 billion), and total needs at PKR 3.5 trillion (US$16.3 billion). The sectors that suffered the most damage are housing at PKR 1.2 trillion (US$5.6 billion); agriculture, food, livestock, and fisheries at PKR 800 billion (US$3.7 billion); and transport and communications at PKR 701 billion (US$3.3 billion). The transport and communications sector has the highest reconstruction and recovery needs at PKR 1.1 trillion (US$5.0 billion); followed by agriculture, food, livestock, and fisheries at PKR 854 billion (US$4.0 billion), and housing at PKR 592 billion (US$2.8 billion). The provinces of Sindh and Baluchistan account for approximately 50 percent and 15 percent of recovery and reconstruction needs, respectively.
Sindh took the highest toll of Loos and Damage, of USD 14.9 billion damage USD 9 billion is for Sindh and USD 11 billion of USD 15.3 billion Loss is for Sindh. In the province of Sindh 23 of 33 districts were affected by Floods-2022. The top ten most affected districts are; Dadu, Khairpur, ShikarPur, Umer Kot, Larkana, Sanghar, Mirpur Khas, Jaccobabad, Jamshoro, and Thatta.
Purpose of Sindh’s Readiness for Loss and Damage Study
The proposed study will provide empirical data and evidence for Readiness of Sindh for Loss and Damage with special focus on Faith Based Organizations and also will provide concrete evidence on how Pakistan has positioned itself for Loss and Damage Fund by engaging itself in Transitional Committees of Loss and Damage Fund, YOUNGO, COYs, UN Climate Change Think Tanks and other fora.
Meta Study Objectives
i. Multi-sectoral readiness of communities and Community Based Organizations for Loss and Damage Fund in Sindh
ii. Readiness of Faith Based Organizations for Loss and Damage Fund in Sindh iii. Readiness for Climate Action of National NGOs working in Sindh
iv. Readiness for Loss and Damage Fund of Government agencies i.e. MOCC, PDMAs, DDMAs, Pakistan Red Crescent-Sindh branch
v. Mapping the contribution of Pakistan in Transitional Committee, YOUNGO, COYs and Climate Task forces

Payment Scheduling

Study will focus on eight most affected districts of Sindh;
Khairpur, ShikarPur, Umer Kot, Larkana, Mirpur Khas, Jaccobabad, Jamshoro, and Sanghar.
