TERMS OF REFERENCE (TOR)

Development of Pakistan Country Strategy, Country Profile, Capacity Statement with lens of Climate Change, Community Resilience, Environment and DRR

1.      Introduction & Background 

Penny Appeal Pakistan is committed to delivering sustainable and impactful humanitarian and development programs across the country. To ensure strategic alignment with global best practices and donor expectations, there is a need to develop a comprehensive Country Strategy (2025-2027), a professional Capacity Statement, country profile, and an engaging donor presentation. These documents will serve as guiding tools for program implementation, enhancing stakeholder engagement, and securing long-term funding partnerships.

Penny Appeal Pakistan contributes to Sustainable Development Goals and to the development plans of Government of Pakistan by contributing to WASH, shelter, health, livelihood, education and emergencies responses, conflicts and climate induced emergencies are at core values of Penny appeal in order to reach those affected by human induced and natural disasters. Penny appeal has a flagship program of Orphans Kind, Adopt a Gran i.e., elderly shelter homes or elderly care homes where the orphans and older persons are provided with foods, shelter, health services and education to children.

The purpose of this TOR is to outline the scope of work, responsibilities, and expected deliverables for the consultant tasked with developing these key documents. The final outputs will be reviewed by technical experts and approved by the Penny Appeal. Comments will be addressed and the consultant will complete key tasks.

2.      Objectives of the Assignment 

The primary objectives of this assignment are: 

·        To develop a strategic and actionable Pakistan Country Strategy (2025-2027) that aligns with Penny Appeal’s global mission while addressing local needs

·        To produce a high-quality, visually compelling Capacity Statement that highlights Penny Appeal Pakistan’s achievements, operational reach, and financial credibility

·        Update the existing country profile in lens of Rural and Urban WASH, Climate Change, Environment and DRR

·        To design a professional and persuasive PowerPoint presentation for donor engagement, summarising the Country Strategy and Capacity Statement in an accessible format

3.      Scope of Work & Key Deliverables

The consultant (National/International Firms) will be responsible for the following tasks: 

3.1.  Pakistan Country Strategy (2025-2027) 

The Country Strategy will serve as a blueprint for Penny Appeal Pakistan’s interventions over the next three years. It must include:

Thematic Focus Areas: 

·         Marginalized Communities: Strategies for supporting vulnerable groups, including widows, orphans, minorities and underserved populations.

·        WASH (Rural and Urban), Shelter Environment, Climate Change, Protection, Health, Nutrition, Livelihood, and Disaster Risk Reduction (DRRM): Integrated approaches for short and long term to sustainable development.

·        Digital Programming: Promote the integration of digital solutions across core sectors to enhance accessibility, accountability, and impact

·        Emergency Response: mitigation, Preparedness and rapid response mechanisms for humanitarian crises.

·        Strategic Objectives: Clear, measurable goals under each thematic area.

·        Implementation Framework: Operational methodologies, partnerships, and geographic priorities. 

·        Monitoring & Evaluation MEAL: Key performance indicators (KPIs) and reporting mechanisms.

·        Alignment with Global Standards: Consistency with Penny Appeal’s international strategy and Sustainable Development Goals (SDGs). SPHERE standards

3.2.  Capacity Statement (10-Page Document)

The Capacity Statement will be a concise yet comprehensive document showcasing Penny Appeal Pakistan’s impact and operational capacity. It must include: 

·        Geographic Coverage: Locations of interventions over the past five years.

·        Key Achievements: Quantitative data (beneficiary reach, projects completed, etc.).

·        Financial Overview: Summary of funding and expenditures (last five years).

·        Organizational Strengths: Core competencies, partnerships, and success stories.

·        Future Roadmap: Strategic priorities for the coming years.

·        Design & Branding: Professionally designed layout, adhering to Penny Appeal’s branding guidelines.

·        Print-Ready Format: Finalized document to be printed in 100 copies for distribution.

3.3.  Presentation of Summary (PPT File) of all Three Documents

A dynamic and visually engaging PowerPoint presentation will be developed to facilitate donor meetings and funding discussions. It should include: 

·        Executive Summary: Overview of Penny Appeal Pakistan’s mission and impact.

·        Strategic Priorities: Key focus areas from the Country Strategy.

·        Evidence of Impact: Infographics, charts, and success metrics from the Capacity Statement.

·        Funding Needs & Opportunities: Clear call-to-action for potential donors.

·        Professional Design: High-quality visuals, consistent branding, and concise messaging. 

3.4

Update the Existing country profile

The consulting firm will update the existing country profile along with designing in coordination with focal person of the organization

4.      Methodology & Approach

The consultant will: 

·        Conduct a desk review of existing reports, strategy documents, and donor requirements.

·        Engage in consultations with Penny Appeal Pakistan’s team for data collection and validation.

·        Develop draft versions for review and incorporate feedback from the UK office.

·        Finalize documents after board and senior management approval.

The assignment is planned for 23 working days that will initiate upon signing of the contract.

6.      Roles & Responsibilities 

·        Consultant: Lead research, drafting, design, address comments, conduct meeting with focal point and senior management, and revisions.

·        Penny Appeal Pakistan Team: Provide data, and internal reviews.

 

7.      Budget & Payment Terms

 Below is the plan for deliverables, with milestones for payments.

8.      Confidentiality & Intellectual Property

All materials produced under this assignment are the exclusive property of Penny Appeal Pakistan. The consultant must ensure data confidentiality and proper sourcing of information. 

9.      Approval & Reporting 

The consultant will report to Manager Programme Development and Quality Assurance and submit deliverables for staged approvals.
