The Programme Assistant (Monitoring Evaluation & Learning) will be part of the Monitoring, Evaluation and Learning team, supporting implementation of the overall MEL activities. S/he will assist the Monitoring Evaluation & Learning and project team with activities, including data collection, data management, analysis and final reporting. The MEL Assistant will support all efforts for promoting a high level of beneficiary accountability. The Programme Assistant (MEL) will work closely with the supervisor to support the MEL Unit and Programme team to ensure learning and accountability systems are working effectively in the implementation of PAPK Programme.

Essential Responsibilities:

Without restricting the generality of the purpose above, the Programme Assistant (Monitoring Evaluation & Learning) shall perform such duties and responsibilities as may be assigned including but not restricted to the following:

  1. Conduct research, drafting reports and analysis in coordination with Programme Officer (Monitoring Evaluation & Learning);
  2. Assist the Programme team with implementation of activities, including potential travel to the field when required;
  3. Collect, analyze and enter data;
  4. Develop and maintain M&E record of collected data;
  5. Prepare and develop Infographic of Penny Appeal’s programmatic statistics.
  6. Conduct literature reviews;
  7. Primary inputs provision in designing of different Monitoring tools;
  8. Create M&E and analysis plans with Programme Officer (Monitoring Evaluation & Learning) and ensure compliance;
  9. Develop and ensure adherence to a detailed implementation plan for M&E activities;
  10. Develop and maintain information tracking systems for indicators and indicator performance tracking tables;
  11. Conduct project surveys or process evaluations under supervision of Programme Officer (Monitoring Evaluation & Learning);
  12. Catalogue lessons learned and achievements in the field for better programmatic design and decision making;
  13. Assist in the preparation of programme technical guidance notes including translation, editing, proof reading and formatting;
  14. Draft general correspondence and responses to enquiries and field request for information;
  15. Able to travel in the field, especially to the remote locations in a challenging environment;
  16. In case of emergency, the staff may be deployed to emergency hit area anywhere across the country;
  17. Any other task assigned by the supervisor.

Qualifications

Master’s degree in Social Sciences or relevant discipline.

Minimum Experience:  Preferably 01 to 03 years in relevant field

Required Skills:

1.      Good report writing and analytical skills.

2.      Microsoft Office Proficiency (Word, Excel, PowerPoint).

3.      Basic skills in data collection, management and/or analysis.

4.      Self-motivation and ability to work on multiple tasks.

5.      Strong team spirit with effective interpersonal and communication skills.
