Job Purpose:
The Monitoring & Evaluation Officer supports the planning and organization of the monitoring and evaluation of Penny Appeal (PA) Projects, serves as the focal point for the M&E, and will support capacity development for the evidence-based approach and results-based management.
Essential Responsibilities:
Without restricting the generality of the purpose above, the Programme Officer (M&E) shall perform such duties and responsibilities as may be assigned including but not restricted to the following:
- Develop and strengthen monitoring, inspection and evaluation procedures;
- Monitor all project activities and progress towards achieving the project output, develop monitoring and impact indicators for the project success;
- Provide inputs to establish a system to ensure regular project monitoring and spot checks and follow up on the implementation of recommendations by the programme and project staff;
- Prepare periodic Result Oriented Reports (monthly, quarterly, Annual) and other periodic reports and forward it to the supervisor;
- Support management decision-making and compliance with reporting requirements by preparing and sharing project quality updates/reports;
- Support planning, budgeting, implementing and monitoring of the project, tracking the use of financial resources in accordance with PA rules and regulations;
- Participation in the planning, preparation and management of project evaluations and other types of evaluations;
- Promotion of monitoring and evaluation standards, quality assurance/control and capacity development in the project staff;
- Contribution to the monitoring and evaluation work plan;
- Provide inputs to assess project performance to identify success factors and incorporate best practices into project work;
- Ensures monitoring framework is updated weekly using consolidated information from all project staff;
- Provision of technical advice at the design stage of project interventions setting up a framework with defined indicators at the design stage to facilitate the evaluation at the later stages;
- Preparation of analytical documents/formats on areas evaluated, effectiveness and impact of the project;
- Follow up on the implementation of evaluation recommendations. Ensuring the optimal use of evaluations by guiding in the preparation for timely management response to all mandatory assessments and by developing a communication plan;
- Provide feedback to the HoP and CEO on project strategies and activities;
- Assess the programme/project against Log frame/Matrix and provide recommendations and lessons learnt;
- Act as the M&E focal point for status and progress reports, particularly the Standard Project Reports for PAPK;
- Document bottlenecks, problems and issues and proposes practical solutions;
- Document lessons learnt of all programmes/projects, gaps identified, recommendations for improvement and propose strategies for future incorporation;
- Identification and formulation of evaluation findings, lessons learned, and recommendations to be integrated into broader knowledge management efforts, disseminated in teaching events and channeled into decision-making processes;
- Plan and design programmes/projects with the programme team for effective implementation;
- Document and analyses innovative strategies and new approaches;
- Provide support in emergency relief activities, visit distribution sites to check food and other items available about the number of beneficiaries, rations, commodities and quantities distributed;
- Perform all other tasks assigned by the Supervisor.
Qualification:
a. Post Graduate degree in Social sciences or Management sciences or equivalent.
b. Awareness of UNICEF operational policies and procedures desired
c. Experience working at UNICEF projects is added advantage.
d. Any other relevant qualification will be a Plus.
Required Experience:
a. Three (03) to Five (5) years of proven experience with National and International NGOs
b. Three years of experience in monitoring and evaluating WASH, Education, Food Security, Child Care, Old Age care, Livelihoods and Emergency Response and charitable and development projects.
c. Having excellent command over Project Cycle Management (All PCM components with proven experience)
d. Having high-level computer skills (MS Office, Outlook, data management, infographics)
e. Excellent report writing, case studies, project briefs, and infographic skills.
f. Having excellent knowledge of Beneficiaries and programme participants Safeguarding.
Travel Requirement:
The job requires approximately 60 % to 80 % to travel to carry out assigned responsibilities within the coverage area (District Sujawal). Travelling to field areas is a significant responsibility organization's candidate must be willing and able to travel.
