Job Purpose:

The Programme Officer Wash & Livelihood supports the planning and organization of PA WASH and livelihood (on-farm & off-farm) Projects, serves as the focal point for these projects, and will support capacity development for the evidence-based approach and results-based management.

Essential Responsibilities:

  1. Plan, develop, and design WASH & Livelihood (on-farm & off-farm) projects and execute them in the field;
  2. Prepare Annual Detailed Implementation Plan (DIP) of WASH and livelihood projects based on lessons learnt, ground realities, risk mitigation and incorporation of Contingency planning;
  3. Develop WASH and livelihood strategies at the grass-root level and support PAPK projects’ staff and or partners in implementation;
  4. Perform field-level coordination with District administration, line departments and other stakeholders for assurance of smooth project implementation at field level;
  5. Support PAPK projects’ staff and or partner organizations in developing implementation plan, and project execution;
  6. Sensitize PAPK projects’ staff and or partner organizations and stakeholders on WASH and livelihood strategies, Community involvement, plan activities, unique requirements, feedback and reporting of Penny Appeal (PA);
  7. Provide support/guidance to PAPK projects’ staff and or partner organizations during the implementation of the project;
  8. Develop projects’ promotional strategies, IEC material, awareness-raising material and other assignments to design and execute practical projects’ promotion interventions;
  9. Align PA WASH & livelihood strategies with state WASH & livelihood strategies and incorporate its requirements in PA Programmes;
  10.  Ensure quality of work, process and progress of interventions through effective support monitoring mechanism with PAPK projects’ staff and or partners and stakeholders;
  11. Engage stakeholders of the programme at all levels and document case studies, success stories, lessons learnt and gaps in the projects regularly;
  12.  Support/Guide Data entry/Feedback assistant in finalizing that projects’ Pictorial feedback and beneficiaries’ data of all water facilities is checked and verified against all parameters and ready for donor submission;
  13. Prepare periodic Result Oriented Reports (monthly, quarterly, Annual) and other periodic reports based on field verifications and forward them to the PM& HOP;
  14. Support management decision-making and compliance with reporting requirements by preparing and sharing project quality updates/reports;
  15. Support planning, budgeting, implementing and monitoring of the projects’ tracking and use of financial resources following PA rules and regulations;
  16. Provide inputs to assess projects’ performance to identify success factors and incorporate best practices into projects’ work;
  17. Ensures monitoring framework/reporting and tracking format is updated weekly using consolidated information from PAPK projects’ staff and or partner organizations;
  18. Preparation of analytical documents/formats on areas evaluated, effectiveness and impact of the projects;
  19. Provide feedback to the PM, Head of Programmes and CEO on projects’ strategies and activities;
  20. Conducting Water quality tests in the field and preparation of reports;
  21. Document bottlenecks, problems and issues/gaps, and propose practical solutions;
  22. Document and analyze innovative strategies and new approaches;
  23. Provide support in emergency relief activities, visit distribution sites to check distribution and other items availability about the number of beneficiaries, commodities and quantities distributed;
  24. Review feedback received from the field and ensure its standard as per SOPs for submission to PM;
  25. Quality and quantity checking of the project deliverables as per agreed standards;
  26. Support PAPK project staff and or partner organization in the finalization of projects within budget;
  27. IPR submission and approval from relevant departments;
  28. Perform all other tasks assigned by the line manager or Leadership.

Essential Skills:

1.      Command over multisectoral projects cycle management, specifically WASH and livelihood (on-farm & off-farm).

2.      Excellent command of Computer Skills: MS Office (Word, Excel, Powerpoint, Outlook) will be required.

3.      Excellent report writing and data management skills.

4.      Ability to work under pressure and in a stressed environment.

5.      Ability to carry out multi-tasking and task prioritization.

6.      Ability to strictly meet the deadlines.

Desirable skills:

1.      Experience of working in Punjab, KP, including Merged districts, Sindh, Baluchistan, AJK and Gilgit Baltistan

2.      Excellent communication skills in English

3.      Understanding of local languages

Qualification and Experience:

1.      Master degree in Environmental Sciences/Social Sciences/Project Management/Development studies

2.      At least Five years of working experience with a national/international organization preferably with charity.

3.      Proven experience in managing humanitarian and development projects, especially WASH, Livelihood (on-farm & off-farm) and Emergency Response projects.

4.      Experience in PATs/CLTS and innovative WASH programme approaches will be an asset.

5.      Excellent command over community mobilization and organization with proven experience.

6.      Excellent Proposal writing and Report writing skills.

7.      Proven experience of working/coordination with line department at provincial and district levels.

Travel Requirement:

Job requires 70% travel approximately to carry out assigned responsibilities within the coverage area (AJK, Punjab, North & South Sindh, KPK and GB). Must be willing and able to travel in remote locations.
