Project Summary:
Under the project, with support from UNICEF, Qatar Charity (QC) will be aiming to strengthen the prevention, early detection and management of child wasting in 12 districts of Punjab by strengthening the capacity of the local health systems, enhancing the early detection and referral and management of children with wasting, as well as improving the monitoring, quality and programme learning. Specifically based on Social Behavior Change approach, the project will enhance the access to nutrition and support UNICEF and Government of Punjab (IRMNCH and Department of Health) in prevention, promotion, and management of wasting programs at community level in targeted 12 target districts of Punjab. A strong understanding of Punjab’s health system, nutrition (wasting and its prevention etc.), community engagement and social behavior change approaches would be required to lead this project at the district level. The targeted districts under the project are: Attock, Chiniot, Faisalabad, Kasur, Lahore, Multan, Nankana, Okara, Pakpattan, Rajanpur, Rawalpindi, Sheikhupura.
1. Job Summary:
The District Manager (DM) will be based in the assigned district and will act as the focal person to lead project activities in the assigned district. We are looking for a collaborative and dedicated individual with management of health & nutrition related projects, to join us at our project offices in all the above-mentioned districts. The project is a 12-month long UNICEF funded project. The position holder Officer will be required to frequently travel (80% of the time) to the project locations within the district. The position will be reporting to Project Manager for day-to-day tasks, requirements, and coordination. The DM will provide immediate support to Facilitation Centres (FCs) of BNP (BISP Nashonuma Program) and mobilization team on regular basis. The position holder will maintain coordination with District Health Department (DHO) and DCNP-IRMNCH&N Office, Medical superintendents of DHQ and THQs regarding smooth implementation of BISP Nashonuma Program activities throughout his/her assigned district territory. The DM will lead to establish strong working environment at all Facilitation Centres of BNP and act coordination hub between all BISP Nashonuma Facilitation Centres (FCs) in his/her assigned district. Maintaining very close daily coordination with project’s field office in Lahore would also be required for this position.

· Bachelor’s degree in public health / nutrition or other any relevant discipline (Medicine, Nutrition only)
b. Relevant experience
· 3-4 years’ experience in the same capacity in a similar program.
· Proven technical knowledge and capacity to lead implementation of H&N activities, projects, and programs.
· Experience leading program implementation in a complex setting involving multiple stakeholders.
c. Skills and Competencies:
· Communication skills
Proven capacity to negotiate and work with governments at different levels.
· Technical skills
Must have strong report writing skills.
Budget tracking and reporting, HR management (with a particular focus on Staff performance management).
· Computer knowledge
MS Office (Word, Excel PowerPoint), Outlook
· Ability to travel on short notice.
