Organization Summary:

Qatar Charity is a Doha-Qatar based International Non-Governmental Organization. Since the inception of QC services in Pakistan early 1992, the organization reflect its greater scope of work to respond to extreme poverty and the Government’s priorities. QC through its field offices enabled itself to strategically address the developmental and humanitarian needs at the very local level. QC is undertaking programmes associated with the socio-economic development of the Country. The projects are categorized under six programme pillars: Youth Leadership & Social Protection, Education, Provision of WASH, Health (with a focus on MNCH), Economic Empowerment & Sustainable Livelihood (EESL) and Disaster Response & Preparedness (DRP), along with its Seasonal Programs like Ramadhan, Qurbani programs etc. In Pakistan, Qatar Charity is having its country office in Islamabad and field offices in KPK, Punjab, Sindh, Baluchistan, and AJK.

Job Summary:  

The Field Engineer is expected to provide support to the Project in accordance with Organizational guidelines. Will be responsible to work with communities through Organization's social mobilization Unit to design local projects in accordance with the Organizational vision, mission, and objectives. 

Key Responsibilities

  • Conduct site assessments to identify suitable locations for community infrastructure schemes, including irrigation channel, community assets, raised platform etc.
  • Design technical specifications and construction plans in coordination with the project team.
  • Supervise field activities related to construction, ensuring adherence to design standards, quality, and timelines.
  • Conduct regular site inspections to monitor work progress and resolve any on-site issues.
  • Work closely with local authorities, contractors, and community members to ensure that infrastructure development aligns with local needs and government standards.
  • Liaise with project management to report progress, challenges, and technical needs.
  • Ensure that all infrastructure projects are environmentally sustainable and follow safety guidelines, including disaster risk reduction measures.
  • Monitor and mitigate risks to workers and communities during construction activities.
  • Provide technical training and guidance to community members and project staff to support maintenance and sustainability of infrastructure post-project.
  • Prepare detailed technical reports, including progress updates, site photos, and any deviations from original plans.
  • Maintain accurate documentation of materials, costs, and timelines.

Qualifications & Experience

Education:

Minimum of a bachelor’s degree in civil engineering, structural engineering, or a related field / Diploma with 10 years’ experience.

Experience:

  • At least 3-5 years of experience in community infrastructure projects, particularly in rural or low-resource settings.
  • Experience working with NGOs or UN agencies is an advantage.

Skills:

  • Proficiency in engineering software (e.g., AutoCAD, Civil 3D).
  • Strong knowledge of construction standards and safety regulations.
  • Excellent project management skills, including budgeting, scheduling, and reporting.
  • Familiarity with the local context in Sindh, including topography and climatic conditions.
  • Proficiency in local languages (Sindhi, Balochi, Urdu and  Barohi is preferable).

Duration & Contract Terms

Contract Duration: September to December 2024 with the possibility of extension based on performance and project funds.
