Qatar Charity is a Doha-Qatar based International Non-Governmental Organization. Since the inception of QC services in Pakistan early 1992, the organization reflect its greater scope of work to respond to extreme poverty and the Government’s priorities. QC through its field offices enabled itself to strategically address the developmental and humanitarian needs at the very local level. QC is undertaking programmes associated with the socio-economic development of the Country. The projects are categorized under six programme pillars: Youth Leadership & Social Protection, Education, Provision of WASH, Health (with a focus on MNCH), Economic Empowerment & Sustainable Livelihood (EESL) and Disaster Response & Preparedness (DRP), along with its Seasonal Programs like meat distribution, Ramadhan program etc. In Pakistan, Qatar Charity is having its country office in Islamabad and field offices in KPK, Punjab, Sindh, Baluchistan, and AJK.

Job Responsibilities:

a. Technical

  • Support staff and line managers with change management while facilitating necessary employee support program as well as legal considerations.
  • Develop/ Update HR policies, programs, and systems to support the achievement of the organizational goals.
  • Oversee standardized HR processes throughout and assist in the development of localized procedures as required.
  • Ensure Gender Equity and Diversity initiative and staff wellness programs in the organization.
  • Lead as the focal person to ensure Prevention of Harassment, Sexual Exploitation and Abuse (PSEA) in all offices.
  • Ensure efficient recruitment and staffing to meet programmatic and operations needs
  • Ensure effective onboarding, induction and orientation of the staff.
  • Provide direction in the annual HR planning process and prioritizing activities for the HR department including staffing and organization, reward management, structure, staff contracting and exit processes.
  • Formulate, maintain, and update human resource management policies and ensure that standardized HR processes are implemented across Pakistan field offices and assist in the development of localized procedures as required.
  • Respond to staff routine inquiries in accordance with the HR established policies and procedures.  
  • Perform other related duties when required or assigned.

b. Management 

  • Develop HR Budget for project, awards and monitor spending to ensure budget compliance.
  • Abide by QC’s Child Protection and Safeguarding related policies to keep children and young people safe and to respond to concerns about a child\\\'s safety or wellbeing.
  • Confirm with line supervisors that timely job orientation for the new staff is productively performed, and seek feedback from the new staff as per the policies and procedures stipulated in the relevant organization HR & Operations Manual.  
  • Suggest ways to improve/address on organization new staff orientation and justification for it.

c. Compliance and Feedback

  • Ensure HR policies and practices are aligned within the broader framework of applicable policies.
  • Ensure that all contracts i.e. employment, insurance and consultancy, adequately comply with organization policies, local laws and donor requirements.
  • Ensure adherence to the organization’s Code of Conduct, Policies on Child Protection, PSEA and other related policies/SoPs to staff conduct and behaviors.

d. Team Management and Performance

  • Supervise the implementation of staff development and ensure talent development and management.
  • Advise on staff training needs and support the implementation of both formal and non- formal staff training program.
  • Support the implementation of performance management systems in the organization to achieve program quality and operational efficiency.
  • Oversee recruitment, salary, benefits and administration issues to ensure that relevant policies are being adhered to.
  • Work with line supervisors on staff probations and implement timely confirmations in their appointments.
  • Based on staff completion of their appraisals, receive all individual forms, file and produce a summary report, (performance observations, expectations, and lessons learnt) from the process are compiled and submitted to the concerned department.
  • Assist to analyse staff development needs and suggest interventions thereof.

e. Reporting

  • Lead the HR team in developing action points and follow up the implementation of the relevant guidelines.
  • Provide and cross check staff payroll information with respective HR officers.
  • Execute staff payroll processes in accordance with the organization-approved documentation.
  • Communicate information leading to changes in the payroll.
