Assignment Title: Individual Consultant – Capacity Building Officer – Pakistan

Objective
The objective of this consulting service is to support the CARE Component 1 Pakistan Team in developing capacity development/training manuals/training guides/materials, and delivery of capacity building/training activities, for stakeholders in Pakistan. This position will lead the integration of the RDAS and DSSs, and their early warning/risk information products, into the planning and decision-making processes of institutional and community stakeholders in Pakistan through capacity building/training activities. This position will further take the lead in facilitating integration of stakeholders’ feedback into enhancements in the RDAS and DSSs for Pakistan stakeholders.
Scope of Work
The Capacity Building Officer – Pakistan has the following specific tasks:
● Assess the RDAS and DSSs and their early warning/risk information products, to frame the core training program for the following stakeholders:
● Undertake a training needs assessment, vis-à-vis the following stakeholders, to customize/target/streamline the training package per stakeholders’ needs. Training materials shall include, but not limited to, training manuals, training guides, video tutorials, detailed PowerPoint (PPT) presentations, etc.
● Test the customized training manuals and as necessary, enhance these per feedback from testing
● In coordination with and support of relevant members of CARE Component 1 Team, lead the delivery of customized/refined trainings for the following:
● In coordination with CARE Component 1’s Monitoring and Evaluation (M&E) Specialist, assess the effectivity of the trainings and associated training materials, and integrate feedback in the same for the benefit on onward trainings
● Implement follow-up trainings, per CARE Component 1’s work plan
● In coordination with other members of the CARE Component 1 Team in Pakistan, ensure that the capacity building activities/trainings are properly documented, with feedback from stakeholders integrated therein, for enhancing onward capacity building activities/trainings
● In coordination with other members of the CARE Component 1 Team in Pakistan, ensure that training materials are properly filed, and ready to be used as necessary
● Assist the M&E Specialist in assessing the impacts of capacity building activities of CARE Component 1 in Pakistan
● Others relevant to the position, as required by CARE Component 1
Qualifications
Certification and Knowledge:
● At least Master’s Degree in Environmental Science, Social Sciences, Disaster Preparedness, Development Communication, Education, or a related field
● Knowledge of climate information application in different sectors, from the national to community levels
● Professional trainer certification is an advantage
Experience:
● At least 10 years of progressively responsible experience in capacity development, including, but not limited to, designing/customizing and implementing capacity development/training activities for different stakeholders in disaster risk management/climate information application/climate adaptation/climate resilience-relevant domains
● At least 5 years of experience in assessing capacity building requirements of stakeholders in disaster risk management/climate information application/climate adaptation/climate resilience at national/sub-national/community levels
● At least 5 years of experience in working with government and/or development institutions in Pakistan in capacitating institutions and communities in disaster risk management/climate information application/climate resilience at national/subnational/community levels
Skills and abilities:
● Demonstrable ability to digest complex technical information and convey them in easy-tounderstand forms to a variety of stakeholders
● Strong written and verbal command of Urdu and English languages
Personal qualities:
Excellent analytical and problem-solving skills; demonstrated ability to plan and organize work independently; excellent interpersonal and communication skills; high commitment to responsibility and work quality; ability to work effectively and efficiently independently and/or within a multi-cultural team; openness/receptiveness to critique for enhancing work and outputs.
Contract Duration
The contract will be for 12 months, commencing on 15 January 2024, and is subject to a 4- month probationary period. The contract may be extended until the end of the project (August 2025), per satisfactory annual performance review.
Reporting
The Capacity Building Officer – Pakistan will report to the CARE Component 1 Project Director, through RIMES Country Program Lead in Pakistan. He/she will work with CARE Component 1’s multi-disciplinary project team, and will be based in RIMES/CARE Component 1 Islamabad Office, with travel to Punjab and Balochistan, and to RIMES Headquarters in Thailand, as required by the Project.
RIMES provides expertise for the establishment and maintenance of regional observing and monitoring systems, assisting National Meteorological and Hydrological Services (NMHSs) in developing data integration systems and data sharing mechanisms for enhanced data access and insights for early warning response.
