The CBDRM/WASH Engineer will be based at the SIF field office in Chitral and will be responsible for planning, technical feasibility, designing, implementation, and reporting of SIF CBDRM/WASH and community infrastructure interventions in Upper and Lower Chitral  under the direct supervision of the Project Manager and for WASH technical support coordination of WASH Coordinator. S/he will technically ensure adherence to the standards of construction while implementing and monitoring physical infrastructure-related activities in a timely manner.

In addition, s/he may be called upon to carry out surveys, participatory needs assessments, or any other activity that may be deemed necessary.

Objective 1: Assessment/Training Activities:

  • Conduct technical feasibility assessments for community disaster mitigation infrastructure, including protection walls, gabion walls, and bioengineering schemes.
  • Perform field water quality tests for all water supply schemes, including gravity-fed systems, hand pumps, and dug wells. 
  • Train masons and artisans on scheme design and engineering techniques.
  •  Train and build the capacity of Operation & Maintenance (O&M) committees to ensure sustainability.

Objective 2: Technical Supervision Activities: 

  • Develop Bill of Quantities (BOQs) and 3D designs using relevant software for culturally appropriate, environmentally sustainable, and disaster-resilient infrastructure.
  • Oversee the construction and rehabilitation of disaster-resilient hand pumps, community physical infrastructure (CPI), and government schemes in target areas.
  • Supervise water supply and sanitation construction activities, including sanitation platforms, masonry foundations, and pipeline installations.
  • Oversee the installation, operation, and maintenance of water supply systems, protection walls, bioengineering solutions, and slope stabilization measures. 
  • Ensure compliance with engineering standards and government regulations for disaster-resilient infrastructure.
  • Coordinate the procurement, storage, and delivery of construction materials, equipment, and tools.
  • Plan and supervise wastewater drainage and other environmental sanitation activities in coordination with stakeholders.
  • Conduct monthly evaluations of project activities, write progress reports, and suggest improvements.
  • Support the logistics department in procurement processes.
  •  Ensure the proper handover of completed infrastructure to communities and relevant line departments.
  • Perform any additional duties as required for construction-related activities.

Objective 3: Coordination Activities:

  •  Maintain close coordination with the community mobilization team and local committees.
  • Work under the supervision of the Project Manager while collaborating with the WASH Coordinator for technical guidance.
  •  Establish strong working relationships with relevant government departments and stakeholders.
  • Coordinate with the Monitoring, Evaluation, Accountability, and Learning (MEAL) department for reporting and data collection.

Objective 4: Documentation Activities:

  • Ensure proper documentation related to CBDRM/WASH community infrastructure construction.
  •  Design appropriate disaster-resilient CPI schemes and Prepare BOQs for all construction work.
  • Preparation of work plans for all construction works.
  • Prepare and submission of technical feasibility reports.
  • Prepare and submission of the final report of all construction works.

 Objective 5: Reporting Activities:

  • Report all the activities to the project Manager in a timely manner.
  • Collect and analyze the reports and provide necessary feedback to the concerned.
  • Prepare field visit reports and other ad hoc reports.
  • Compile and submission of bi-weekly or monthly reports for all construction works.
  • Any other assignment was given by the supervisor according to the project’s need.
