The Manager of Procurement is responsible for managing and overseeing the procurement activities at the Shifa Foundation. This includes planning, sourcing, and purchasing goods and services in compliance with organizational policies and donor regulations. The role is pivotal in ensuring cost-effective purchasing, timely delivery, quality assurance, and maintaining ethical procurement standards.

Key Responsibilities

1. Procurement Strategy & Planning

  • Develop and implement procurement strategies aligned with Shifa Foundation’s operational goals.
  • Forecast procurement needs, prepare procurement plans, and manage the procurement budget.
  • Ensure timely procurement of goods and services to support the Foundation’s projects and operations.

2. Vendor Management

  • Identify, evaluate, and maintain a reliable supplier base.
  • Negotiate contracts, pricing, and terms with vendors to ensure favorable outcomes for the organization.
  • Manage supplier relationships and ensure adherence to contractual obligations, including quality and timely delivery.

3. Purchasing & Contract Management

  • Oversee the entire procurement process from purchase requests to delivery, ensuring accuracy, compliance, and cost-efficiency.
  • Prepare and review procurement contracts and agreements, ensuring they meet legal and organizational standards.
  • Ensure proper documentation and filing of procurement records in accordance with donor requirements and internal policies.

4. Compliance & Risk Management

  • Ensure that all procurement activities comply with organizational policies, legal requirements, and donor regulations.
  • Conduct regular audits and reviews to mitigate procurement risks.
  • Maintain transparent and ethical procurement practices in line with Shifa Foundation’s code of conduct.

5. Cost Optimization & Budgeting

  • Monitor and evaluate purchasing trends to identify cost-saving opportunities.
  • Work closely with the finance department to ensure procurement budgets are adhered to.
  • Provide regular financial reports and analyses related to procurement spending.

6. Team Leadership & Development

  • Lead and mentor the procurement team, fostering a culture of professionalism and accountability.
  • Conduct performance reviews, identify training needs, and provide ongoing development opportunities for the team.

7. Stakeholder Collaboration

  • Collaborate with internal departments, project teams, and donors to understand procurement needs.
  • Act as a liaison between Shifa Foundation and external suppliers, ensuring effective communication and problem resolution.
